Aging Boomers Explain Shrinking Labor Force, NY Fed Study Says

(Bloomberg) -- Why are there so many workers missing from the labor force? Researchers at the Federal Reserve Bank of New York say the biggest factor may be simple: Workers are just getting older.

While much attention has been paid to an increase in retirements during the pandemic, the analysis found that there wasn’t necessarily a rise in the share of people who are retired for each age group. Instead, the researchers found that more baby boomers reached retirement age during the pandemic, making age the main contributor behind the increase in retirements.

“The aging of the baby boomers between 2020 and 2022 led to a significant rise in retirements, reducing participation,” wrote New York Fed researchers Mary Amiti, Sebastian Heise, Giorgio Topa and Julia Wu in a blog post published Thursday.

The researchers focused on the labor force participation rate, or the share of the population that is working or looking for work. After plunging at the start of the recession, that metric has since climbed up to 62.5%. However, that’s still down 0.8 percentage point from where it was in February 2020, amounting to gap of about 2.1 million fewer workers, they estimate.

The analysis looked at the share of people who are retired in different age groups and found that there was not a notable increase in the percentage of people who were retired for certain age ranges when compared to before the pandemic.

Take people between the ages of 60 and 69, for example. The share who are retired averaged 39.7% in 2018 and 2019, and 40% in the second half of 2022. For people aged 70 to 79, some 77.5% were retired before the pandemic, compared to 78.8% at the end of last year. And for workers above age 79, the share who are retired rose from 88.5% to 90.5%.

A rise in disability, including people affected by Covid-19, is another factor that could have explained the drop in labor force participation. But the research found that many of the people who became disabled during the pandemic continued to work and cited previous research finding almost no change in the average number of hours worked.

“The increase in disability has virtually no effect on the participation gap because, as discussed above, the increase is entirely accounted for by individuals that remain in the labor force,” the researchers wrote.

Labor Shortages

Labor markets have recovered substantially since the pandemic forced the shutdown of businesses across the country and pushed millions of Americans out of work. As the economy opened back up and demand for restaurants, travel and other services rebounded, many employers have been struggling to staff up.

Demand for workers remains high, with about two job openings for each unemployed person. The dynamic has some employers reluctant to let go of workers and hiring has stayed strong, fueling wage growth.

Fed officials battling high inflation cite the imbalance between the demand and supply of workers as one of the factors that could be fueling price growth. The US central bank is aggressively raising interest rates to cool the economy and lessen demand for workers.

But there is little officials can do address the supply shortages adding to inflation, including questions over the availability of workers.

The research suggests those worker shortages could persist.

“Population aging is likely to continue to exert strong downward pressure on participation going forward, as more of the baby boomer generation continue to enter retirement,” the researchers wrote.

El problema de la vivienda en Málaga, tanto para optar a la compra libre como a un alquiler que sea asumible, ha inundado el debate político en la ciudad, como preludio al tema central que marcará la campaña electoral, y que ya define los asuntos principales del pleno del ayuntamiento mes tras mes.

En esta ocasión, tanto PSOE como Unidas Podemos han planteado sendas mociones sobre la emergencia habitacional y la falta de control de las viviendas turísticas que han dado pie a un denso cruce de declaraciones en el que la oposición ha exigido al equipo de gobierno que “deje de vanagloriarse” y tome medidas ante la “especulación” que experimenta el mercado de la vivienda y que han acusado de fomentar.

“La vivienda se ha convertido en el principal problema que tiene la ciudad de Málaga y este alcalde no hace nada, solo hace regañar. Hace falta saber qué está pasando”, ha espetado el portavoz socialista, Daniel Pérez, que ha vuelto a insistir en la necesidad de fijar un “numerus clausus” de viviendas turísticas.

“¿Qué cree que ocurre en una ciudad en la que vivienda crece exponencialmente pero no los salarios y los recursos de las familias? Un proceso gigantesco de exclusión, de precariedad, de incertidumbre al que se obliga a miles de familias, a no saber si va a poder acceder o no a un bien tan básico como es la vivienda”, ha increpado el portavoz de Unidas Podemos, Nico Sguiglia, al alcalde.

Frente a las críticas, el Partido Popular ha sacado pecho de su gestión, subrayando la construcción de 5.000 viviendas VPO, la aprobación del Plan Municipal de Vivienda y la última propuesta más reciente de Francisco de la Torre, la implantación de una “tasa de solidaridad” para los propietarios de dos o más viviendas turísticas.

“Dicen que el ayuntamiento no hace todo lo posible, le parece poco las más de 5.000 viviendas que ha hecho este ayuntamiento sin tener competencias? ¿Que podemos hacer más? Por supuesto, pero estamos muy limitados”, ha respondido el concejal de Turismo, Jacobo Florido.

Convenio con la Sareb

Entre los acuerdos más destacados que han salido adelante de la moción de Unidas Podemos, todos los grupos han apoyado instar al Gobierno Central y a la Junta de Andalucía para que gestione con la Sareb un convenio por el que los activos de los que dispone esta entidad en la ciudad se destinen a viviendas públicas sociales y asequibles en régimen de alquiler.

Esos activos incluyen viviendas y suelo urbanizable, tal y como recoge la moción de Unidas Podemos que ha salido por unanimidad de todos los grupos. Según indica la Sareb en su página web, dispone de 102 viviendas y 50 suelos en la capital malagueña.

Asimismo, se ha aprobado la creación de un Observatorio Municipal de la Vivienda, dedicado a la elaboración de informes periódicos, recopilar un inventario de buenas prácticas y otras investigaciones, así como un Índice municipal de Precios, en colaboración con la Oficina Municipal del Derecho a la Vivienda.

También se ha apoyado reforzar el personal y los recursos destinados al equipo de Emergencia Social, dependiente del Área de Derechos Sociales, además de mejorar el protocolo de intervención ante casos de desahucios.

De la moción socialista, solo ha salido adelante un punto con el apoyo de Ciudadanos por el que el pleno del Ayuntamiento de Málaga “muestra su preocupación por el crecimiento de la vivienda en la ciudad” e insta al equipo de gobierno a actuar de “una manera más eficaz y coherente para evitar la pérdida de población nacida y crecida en la ciudad”.

¿Que no que?
Ya están prohibiendo coches.
Seguimos sin saber quienes lo han pedido. Y no me refiero a una encuestas u opiniones difusas, que todos podemos tenerlas.
Nombres de asociaciones. Grupos de presión. QUIEN COJONES!!!
Igualmente nada les impide prohibir viviendas. De hecho ya están en ello aunque os neguéis a verlo. En mi opinión Saturno lo está clavando.

A PPCC tengo que agradecerle muchas cosas.
Una de ellas es que me enseñó que lo único material que posees es tu ajuar.
El resto está supeditado a, es una simple concesión social.

Por cierto, el otro día nos dejó patidifusos con su apuesta...

EU agrees to double renewables by 2030 and UK unveils its long-awaited climate plan

Two big announcements in European climate policy came Thursday. The European Union reached a provisional deal to increase its renewable energy targets, an important pillar of the bloc’s plans to fight climate change and end dependence on Russian fossil fuels. And the United Kingdom released its long-awaited climate strategy, promising “an energy revolution.”

EU pledges to double renewables

Negotiators from the European Parliament and the Council of the EU, which represents EU member states, agreed that by 2030, the 27-country bloc would commit to sourcing 42.5% of its energy from renewable sources like wind and solar, with a potential top-up to 45%.

The European Union’s current target is for a 32% renewable energy share by 2030.

In 2021, the bloc got 22% of its energy from renewable sources, though the level varied significantly between countries. Sweden leads with a 63% renewable energy share, while in Luxembourg, Malta, the Netherlands and Ireland, renewable sources make up less than 13% of total energy use.

A rapid shift to renewable energy is crucial if the European Union is to meet its climate goals, including a legally binding aim to cut levels of planet-heating gases by 55% by 2030, from 1990 levels.

Renewable energy targets have gained significance since Russia’s invasion of Ukraine. The European Union has vowed to end its dependence on Russian fossil fuels by 2027 and plans to do this mostly through locally produced, low-carbon energy.

Reaching the new goals will require massive investment in wind and solar farms, scaling up production of renewable gases, and reinforcing Europe’s power grids to integrate more clean energy.

The European Commission has said additional investments of 113 billion euros ($123 billion) in renewable energy and hydrogen infrastructure will be needed by 2030, if EU countries are to end their reliance on Russian fossil fuels.

Thursday’s deal must be approved by the European Parliament and EU countries to become law, normally a formality.

UK climate strategy

The United Kingdom also announced its own climate strategy Thursday. The plan sets out a pathway for the nation to reach net zero — which means removing from the air at least as much planet-heating pollution as it emits.

The strategy focuses on clean energy technologies, and energy security in the wake of the invasion of Ukraine.

It includes support for offshore wind energy, electric vehicles, green hydrogen, nuclear technology, home insulation and home heat pumps.

The strategy also emphasizes carbon capture and storage, which traps and stores carbon pollution. While many scientists say this technology will be crucial for meeting climate goals, it has also been heavily criticized for allowing polluters to continue polluting, rather than cutting their emissions.

UK finance minister Jeremy Hunt said in a statement: “Transforming our energy system is no longer just about tackling climate change, it is also a matter of national security. To protect ourselves from future price spikes, we need to accelerate the move to cleaner, cheaper, home-grown energy.”

The strategy announcement comes after a UK court ruled last year that the government had not adequately set out how it intended to reach net zero.

It also follows the Biden administration’s Inflation Reduction Act, the biggest climate investment in American history, which has kick-started a global green subsidies race.

Some have criticized the UK government’s new plans as weak. Pauline Chetcuti, head of policy at the non-profit Oxfam, said in a statement that they are “tinkering around the edges but are far off the mark for the scale of the challenge we face.”
