Ya he dicho desde el principio que todo esto me ha parecido una operación milimetrada en los tiempos. Desde la aprobación de la ley con el chandrío dentro, el tratamiento mediático...y la reforma en periodo preelectoral. E incluso con el tema del submarino que resta y su aparición en las aguas de la bahía izquierdosa.
Ahora bien, las chicas lo han gestionado de pena. Y se diría que el evil planner ha tenido en cuenta que lo gestionarían mal.
O no lo han gestionado de pena y simplemente han pensado que lo mejor era llegar a esta foto de las dos chicas de morado abrazándose, dos víctimas por defender  a las víctimas.

Yo no se que pensar. Creo que Podemos, en general, políticamente ha gestionado muy mal la legislatura y se ha llevado parte de los palos (para eso lo ha sabido poner ahí el PSOE). Creo que Podemos se va a deshacer como azucarillo en las próximas elecciones (como le pasó a Ciudadanos). No se que pasará entre PP y POSE,no se quien se llevará el gato al agua.

London’s parasitical housing market is driving away young families

Sky-high property costs are forcing thousands to flee the capital, leaving a trail of closed primary schools behind them

London has always been a demographic conveyor belt. Every year, it pulls in tens of thousands of recent graduates. They spend a decade or so climbing the professional ladder in the hope of making enough money to get on to the housing one, and then in their thirties many of them bid the capital farewell as they discover they’ll have to look farther afield to afford a place big enough to start a family.

Over the past few years, ever-tighter housing supply has accelerated that conveyor belt and the effects are becoming startlingly clear. The number of new housing starts in London has been on a steady downward trend since late 2015, and a fresh 30 per cent year-on-year drop in the first quarter of this year took it to its lowest level in a decade apart from in the depths of the pandemic. Prices and rents have, unsurprisingly, rocketed.

Older readers or those from elsewhere in the UK may be wondering what all the fuss is about. Surely London graduate salaries can pay for London graduate housing? But this stereotype has not been true for some time.

If we only look at incomes, London households make about 15 per cent more than the rest of the country — but subtract housing costs, and a household in the capital is no better off than the national average. This is especially true for those headed by people aged 25-39, for whom housing costs amount to 36 per cent of net household incomes, almost double the burden for the same age group 30 years earlier.



Would-be buyers and renters are both in difficulties. The house-price-to-earnings ratio gets a lot of attention, but while many graduates are doing fairly well on incomes, it is wealth — specifically deposits — that they struggle with, especially now that the days of 95 per cent LTVs are largely a distant memory. By my calculations, it takes the average London first-time buyer 15 years to save for their deposit (unless they are helped by a particularly well-capitalised bank of mum and dad). It took their parents’ generation just four.

For renters, there are 40 per cent fewer properties available for new tenants in London compared with five years ago, according to Zoopla. The crunch has been especially vicious in the last year, as the brief pandemic-induced bump in supply rapidly swung back. Prospective tenants are facing 15 per cent year-on-year increases in rent, compared with 9 per cent in the rest of the country.



This has had a dramatic impact on the age group that would have historically bought or rented many of these properties. While London’s total population has grown by about 3 per cent since housebuilding went into reverse, the number of people aged 25 to 39 in the capital has dropped by almost 4 per cent — or 82,000 — after rising steadily for decades.

The number of 25- to 39-year-olds, who represent the first-time buyer demographic, has not declined in any other UK nation or region. London’s 4 per cent decline is made up of those who would historically have managed to stay in London, but have been forced to move elsewhere.



When you lose first-time buyers, you lose what often follows those first house purchases — children. In the five years between 2016 and 2022, the number of kids in nursery or Year 1 in London dropped by 8 per cent, almost twice as steep a decline as seen anywhere else in the country.

As a result, the city’s school closure statistics now echo those of rural Japan. Twenty state-funded nurseries or primary schools were closed or merged in the capital between 2017 and 2022, including five in the borough of Tower Hamlets alone.



As a result of all this, London has aged more rapidly than any other part of the UK since 2015, its median age rising three times faster than the UK average.

Like a parasite, the undersupplied and overheated housing market is consuming the fruits of Londoners’ labours before they can ever be enjoyed, and pushing away multiple generations of talent from the nation’s most productive city. It is already too late for thousands of these lost families — but without a huge leap in housebuilding, Britain’s capital risks losing more of the youthful dynamism that made it great.

Michael Gove’s housing reforms are the only ray of light in this doomed government

(...) This whole debate is dominated by the building lobby, which is a massive donor to the Tory party – a relationship exemplified by Lord Udny-Lister’s short-lived tenure in Boris Johnson’s office. The developers are primarily interested in luxury London towers for overseas investors, mostly empty, and in greenbelt estates in the south-east. The reality is that the housing market is overwhelmingly determined by the financial and fiscal conditions in which houses, primarily existing ones, are bought and sold.

As the Oxford University geographer Danny Dorling has long pointed out, these conditions have produced among the most wasteful occupation of land and houses in Europe. Paris’s urban density is leagues above central London, and that is with virtually no residential towers. Indeed, London’s most densely populated square kilometre is also tower-free: Maida Vale. The political hysteria surrounding home ownership in Britain means, as Dorling points out, “a house stops being somewhere to live and becomes hoarded space”. It is a bank balance frozen in time and place, with little or no relation to how many people live in it.

British government policy is responsible for this gross inefficiency. Selling a house is taxed through stamp duty. Property taxes are kept low and regressive. The green retrofitting of old properties is penalised with 20% VAT.

Gove is telling councils that coating fields in ugly estates from Somerset to the Isle of Thanet profits no one but builders. He wants to re-empower people to decide whether and how their communities should grow, change and appear, even if that sometimes means telling them to reject what is ugly. It is absurd that rightwing thinktanks, in tune with their anonymous donors, should insult them as nimbys for resisting Whitehall’s centralist targetry.

More controversially, Gove is allowing councils in suddenly popular holiday resorts to limit the amount of properties given over to Airbnb and holiday lets. Why Cornwall, East Anglia or the Lake District should stop their local entrepreneurs from exploiting their chief asset, their beauty, might seem moot. But Gove is not, as his Tory critics complain, interfering with the free market. He wants to give local people the choice. Belgravia, Chelsea and Kensington may be happy to see their permanent populations go into freefall. But St Ives, Chipping Norton and Windermere should have the right to refuse.

Every incoming government swears that it wants to reduce centralisation and boost localism. Keir Starmer has said he wants to “give back control”, albeit unspecified. Few politicians ever fulfil that pledge. British regional and tax policies have inflated housing costs and inequalities. They have punished younger buyers and rewarded older sellers. They have disempowered local people and cost the taxpayer a fortune. Gove at least is moving in the right direction.

US regulators outline new rules to toughen financial oversight of non-banks

Financial Stability Oversight Council proposals aim to bolster stability after recent shocks

Top US financial regulators on Friday announced a series of proposals to strengthen the process by which investment managers, insurers and other nonbank financial groups are swept into a more stringent regulatory regime.

The new guidance from the Financial Stability Oversight Council — a group of the country’s top financial regulators led by the Treasury department — details how it would go about singling out individual non-bank financial entities for supervision by the Federal Reserve, which would mean closer scrutiny.

The designation would hinge on FSOC’s determining that “material financial distress at the company, or the nature, scope, size, scale, concentration, interconnectedness, or mix of the activities of the company” posed a threat to US financial stability.

The guidance was accompanied by a second proposal that, for the first time, outlined the analytic framework that FSOC would use to identify, evaluate and respond to potential risks.

“Today’s proposals are important to ensuring the council has a rigorous approach to identify, assess, and address risks to our financial system,” Treasury secretary Janet Yellen said on Friday.

Jay Powell, the Federal Reserve chair, said the changes would “create a balanced approach” to managing potential risks and ensure that “all tools available to the FSOC will remain on equal footing”.

The proposals come on the heels of the worst banking turbulence since the global financial crisis more than a decade ago. To stem fears of contagion, government authorities stepped in to shore up the sector, ensuring that uninsured depositors were paid back and rolling out an emergency lending facility to make sure banks could meet their depositors’ needs.

The Biden administration has called for reversing congressional changes made during the Trump administration, which loosened liquidity and capital requirements for banks with between $100bn and $250bn in assets. The Fed, which followed through on those changes in 2019, has said it will consider changes to its supervisory practices as it relates to midsize lenders.

Yellen and other regulators maintain the banking system is sound and resilient — in large part because of changes implemented via the 2010 Dodd-Frank financial reform. But on Friday she reiterated that regulators’ “work is not yet done”.

“The authority for emergency interventions is critical. But equally as important is a supervisory and regulatory regime that can help prevent financial disruptions from starting and spreading in the first place,” she said in remarks delivered at the FSOC meeting.

Gary Gensler, head of the Securities and Exchange Commission, also endorsed the proposals, flagging the need for further action to enhance the resilience of the US Treasury market as well as money market funds.

FSOC’s process for imposing additional scrutiny and regulation on large non-banks has been politically and legally fraught since it was created as part of Dodd-Frank.

Three large insurers, AIG, Prudential and MetLife, plus GE Capital were initially designated as “systemically important financial institutions” or Sifis, under the Obama administration.

MetLife fought back, and won when a judge ruled in 2016 that its Sifi designation had been “arbitrary and capricious”. AIG and GE Capital, which had both taken federal bailout money during the 2008 crisis, were released from the designation in 2016 after downsizing, and the Trump administration freed Prudential from additional oversight in 2018.

Yellen said the new framework “provides for strong procedural protections. This includes significant engagement and communication with companies under review”. She added that changes in 2019 by the Trump administration had “created inappropriate hurdles as part of the designation process”.

“Some are based on a flawed view of how financial crises begin and the costs that they impose,” she said, noting that under current guidance, the process to finalise any designation could take up to six years.

“That is an unrealistic timeline that could prevent [FSOC] from acting to address an emerging risk to financial stability before it’s too late.”

The proposals drew a sharp response from groups representing the firms that could be affected, which said that regulators should focus on specific activities, rather than investment managers and insurers as entities.

“The designation of a registered fund or fund manager would be the wrong answer,” said Eric Pan, chief executive of the Investment Company Institute.

“Alternative asset managers do not pose a systemic risk and are already subject to the SEC’s robust regulatory regime,” said Bryan Corbett, president and chief executive of the Managed Funds Association, a trade group whose members include hedge funds.

FSOC on Friday said it would monitor risks from a broad range of asset classes, companies and activities focusing specifically on issues pertaining to leverage, liquidity risk and maturity mismatch as well as inadequate risk management, among others.

A Treasury official said FSOC would work with regulators to evaluate vulnerabilities to determine whether further review or action was needed.

Both proposals will be subject to a public comment period before final rules are issued.
