Australia’s rapid-fire interest-rate increases are sending tremors through the nation’s heavily indebted households and threatening a property downturn on a scale unseen since the eve of the 1991 recession.

The market hardest hit is bellwether Sydney, where home values have dropped almost 5% in the past three months, compared with 2% in the A$9.9 trillion ($6.8 trillion) national market. Further falls are inevitable as the Reserve Bank, which meets again in just under two weeks, raises borrowing costs at the fastest pace in a generation.

Home prices are weakening from Stockholm to San Francisco as central banks scramble to contain the hottest inflation in decades. Rate-hike risks are intensified in Australia by a record debt-to-income ratio of 187.2%.

“Australia is quite an exposed market in the world in the sense that household credit and mortgage debt as a share of GDP ranks quite high,” said Louis Kuijs, chief Asia economist for S&P Global Ratings. “There’s a lot of debt out there. The higher the debt-to-GDP, the more the rate channel starts to matter.”(...)

White House Expects Slower Economic Growth in 2022 Than Originally Projected

The Biden administration said its new forecast captured the effects of the Omicron wave of the pandemic and Russia’s invasion of Ukraine.

Biden administration officials on Tuesday said they expected slower economic growth and significantly higher inflation this year than they had initially predicted, as rising prices continued to complicate the nation’s return to economic normalcy.

The White House Office of Management and Budget now forecasts the economy will grow by 1.4 percent, after adjusting for inflation, from the end of the fourth quarter in 2021 to the end of the fourth quarter this year. That is down from the 3.8 percent forecast the administration issued as part of President Biden’s budget proposal in March.

Officials now see an inflation rate, as measured by the Consumer Price Index, of 6.6 percent over the same time period, up from the 2.9 percent rate they forecast in March.

Administration officials attributed those revisions to the Omicron wave of Covid-19 and Russia’s invasion of Ukraine. Neither of those developments, which have contributed to slower growth and faster-rising prices globally, were captured in the earlier forecast.

The updated projections, contained in a mid-session review of Mr. Biden’s fiscal year 2023 budget, also showed the federal budget deficit shrinking faster this year and over the course of the decade than officials had initially forecast.

But beginning in 2023, deficits will be higher than the White House had projected. That is largely because the cost of interest payments on federal debt are expected to increase as the Federal Reserve raises interest rates in a bid to tame an inflation. Officials project a $1.3 trillion deficit next year, rising to $1.6 trillion in a decade.

Administration officials stressed that stronger-than-expected tax receipts have helped to reduce the budget deficit by $1.7 trillion this year compared with 2021. The 2022 deficit is now projected to be just over $1 trillion, which is nearly $400 billion smaller than the administration forecast in March. In a blog post, the budget office director, Shalanda Young, attributed that progress to the $1.9 trillion economic aid package Mr. Biden signed in early 2021.

“Thanks to the strength of our economic recovery — powered by the American Rescue Plan — revenues have increased significantly,” she wrote, “and the Administration has been able to responsibly wind down pandemic-related emergency spending.”

The wind-down of federal pandemic aid, along with the surge in inflation, has led to rising food and housing insecurity among Americans this year.

China developer Shimao looks to repay $11.8 bln debt over 3-8 years

HONG KONG, Aug 23 (Reuters) - Cash-strapped Chinese developer Shimao Group has proposed a two-class restructuring plan to offshore creditors to repay $11.8 billion over a period of three to eight years, according to two sources with direct knowledge of the matter and a document seen by Reuters.

Shanghai-based Shimao (0813.HK), which first missed a public offshore bond obligation last month, is the first major Chinese developer to kick off negotiations on restructuring terms with creditors.

(...) Shimao has been extending its debt obligations onshore and disposing of assets to raise fund, while its contracted sales in the first five months dropped 72% from a year ago.

France Is Giving 4,000 Euros To People Who Trade In Their Car For an E-Bike

France's government increased the size of the subsidy it offers to people who trade in their gas-powered cars for electric bikes to as much as 4,000 euros (approx. $3,976) per person, according to The Times. The money is meant to incentivize people to ditch their polluting modes of transportation in favor of cleaner, more environmentally friendly alternatives. People who live in low-income households in low-emission urban zones that trade in their cars are eligible for the full 4,000-euro subsidy to put toward the purchase of an e-bike. (Traditional, non-motorized bikes also qualify for the incentive.) French citizens from higher income brackets can claim smaller subsidies.

The subsidy, which was first introduced last year, was recently increased after officials determined that more needed to be done to catch up to bike-loving rivals like the Netherlands, Germany, and Denmark. The French government has said it wants 9 percent of the country to switch to bicycles by 2024, compared with only 3 percent now. The Netherlands boasts a huge 27 percent in this area. [...] But France isn't just spending money on individual incentives. Emmanuel Macron's government also said it would invest 250 million euros to make the city of Paris entirely bikeable. And the city's mayor, Anne Hidalgo, won reelection last year on a promise to add another 130 kilometers (over 80 miles) of bike-safe pathways over the next five years.
