Me parece difícil poner fechas a la transformación, pero no parece que se pueda hacer con mucha calma, ya que el presupuesto, a pesar de ser cuantioso, no lo es tanto como parece. ¿Se puede hacer la transformación en tres años? ¿Y en cinco?

Pongamos que la transformación irá de 2022 a 2030, fecha en la que empezará la Resiliencia.

¿Qué opinan?

Igual que veo que esto puede ser una gran oportunidad, LA oportunidad, me come el escepticismo viendo a España muy poco preparada para estar a la altura.

El plan B es eso, el contrafactual de más de lo mismo es una opción en sí, y será el escenario alternativo que habrá usado Nadia Calviño. Y cuando han hecho un modelito de andar por casa y le han puesto los inputs de ese escenario alternativo, pues los outputs habrán sido tan feos que reconocen abiertamente que están encima de la mesa pensiones, edad de jubilación real e impuestos. Porque si no es ahora, esas reformas van a tener que tomarse igual hacia 2021 o 2022, a la fuerza, sin haber cambiado el modelo y sin ayudas UE.

La UE quiere algo más: abaratar el despido de los contratos fijos porque están convencidos de que es la principal razón del paro, y de que no se invierta en el desarrollo de trabajadores jovenes porque al ser el contrato fijo tan caro (en terminos de despido) pues la otra opción es la temporalidad absoluta que desincentiva la inversión en formación de ese trabajador temporal. No creo que pidan mas, como cambio de las condiciones estatutarias de funcionarios (del despido igual que en el sector privado) y menos retroactivamente.

El dinero es poco o es mucho según como se use. Si se diluye en el presupuesto en cuatro años pues esto se lo funden tranquilamente como siempre. Se cerrarán menos restaurantes con varias estrellas michelín, y de paso veremos alguna monstruosidad de zona industrial entre las provincias de Orense y Zamora o similares. Si los fondos están de verdad reservados para proyectos específicos , entonces sí que es más que suficiente. Seríá la mayor inversión en I+D que España ha hecho en proporción con el PIB desde la época de Lepanto y la Armada Invencible (que fue en la dirección equivocada, pero I+D en lo naval si hubo). Le costó menos en relación con el PIB a Isabel I el viaje de Colón para llegar a la India por el Oeste, y mira la que se montó

Lo de la hoja excel y tal... cualquier interventor o secretario-interventor de un ayuntamiento que haya peleado (y ganado) fondos europeos te cubre esa hoja de calculo correctamente en un par de tardes.  La UE también sabe todo esto, por eso al final el asunto es si los que van a pagar se lo creen o no. Y ya no les van las palabras ni Excels ni leches. Si se creyeran los Excels no habríá comentarios de pensiones etc. Necesitan meter el dedo en la llaga. Bueno, y primero necesitan que nos hagamos la llaga

Y creo que esto lo saben (mejor aún que los europeos) tanto Nadia Calviño como los funcionarios del cuerpo de economistas del estado y otros técnicos superiores, ésta es la ultima vez que nuestra generación y la próxima va a poder elegir si aspiramos a ser Francia o a ser Grecia. Incluyendo en el ultimo caso que varios de los excomunistas nos den un buen sorpasso. Y en ambos casos con un nivel del deuda publica grande pero en un caso manejable, y en el otro directamente insostenible. Europa viene bien para echarles la culpa de las reformas a ellos. En esto como se parecen España y UK, la UE es el chivo expiatorio perfecto.

P. S.: En la madurez del modelo popularcapitalista, a partir de los 2000, su característico rentismo aproductivo, sobre todo inmobiliario, quedó en evidencia como losa asfixiante de la economía. Las autoridades monetarias, entonces, desarrollaron políticas no convencionales de flexibilización, especialmente las llamadas de expansión cuantitativa. La carga de la prueba de que estas políticas son proinflacionistas —y no meramente antideflacionistas— corresponde a quienes lo afirman.

Como también le corresponde la carga de la prueba a los que afirman que esas políticas monetarias han servido para poner un escudo bancario y no meramente para retrasar la transición.

Debe ser que soy un sobrado pero yo diría que para hacer una reforma bancaria solo hacen falta cinco minutos, solo hace falta un anuncio realizado por el BCE a las 23:55 de un domingo, cinco minutos después, a las 00:00 del lunes, la reforma bancaria ya está hecha, con los depósitos garantizados y todos los activos podridos a precio cero en el banco malo para que los buitres separen lo bueno de lo malo.

Pero no, llevamos 10 años inventando lo que haya que inventar en materia monetaria y los activos siguen dando vueltas sin valor, los balances huelen a muerto pero no se sabe dónde están los cadáveres y los depositantes pueden estar tan seguros de que no se tocará su dinero como hace 10 años.

¿Y qué hemos ganado? bueno, los egos de los miembros de las juntas directivas de esas entidades quebradas siguen intactos y la gente sigue implorando a "sus dioses" cada 4 años.

Una pregunta inocente, esas 10 líneas de actuación:

1. Agenda Urbana y Rural. Cohesión territorial.
2. Infraestructuras y ecosistemas resilientes.
3. Transición Energética Justa e Inclusiva.
4. Una Administración para el Siglo XXI.
5. Modernización y digitalización del tejido económico y de la Pyme, impulso al emprendimiento.
6. Pacto por la Ciencia y la Innovación. Refuerzo a las capacidades del Sistema Nacional de Salud.
7. Educación y conocimiento, formación continua y desarrollo de capacidades.
8. Nueva economía de los cuidados y políticas de empleo.
9. Impulso de la Industria de la Cultura y el Deporte.
10. Modernización del sistema fiscal para un crecimiento inclusivo y sostenible.

¿No existían antes? ¿a qué se está dedicando el dinero desde hace 10 años?

Otra pregunta, ¿por qué en todas partes se dice que los proyectos en esas 10 medidas son necesarios para "liberar fondos", no sería más lógico que se dijera que son necesarios para hacer una transición estructural?

La verdadera transición estructural se producirá cuando las mentes pensantes que dirigen el país no estén dedicadas a bailar al son que les impongan "otros cerebros" con la sola intención de "liberar fondos" sino que se pongan a pensar por sí mismos qué hacer para tener ventajas en el mundo del futuro que ya se está dibujando.

¿Quién ha establecido esas 10 líneas, quién ha creado el Excel?, esos son los cerebros que me interesan.

A mí no me interesan los cerebros de la gente que se estruja las meninges para "rellenar los excel" que les dan otros.

¿Transición? me río yo de los transicionistas que nos gobiernan, lo único que quieren es "liberar fondos".

Señores, seguimos como siempre, nos van a hacer lo que quieran desde Europa, estamos en la periferia de la transición estructural.

Negotiators told to ‘work intensively’ to find agreement, as no-deal Brexit looms

The spectre of a no-deal Brexit has come a step closer after Boris Johnson ended one-on-one talks with the president of the European Commission without any breakthrough in the search for a free trade agreement.

The PM and Ursula von der Leyen said they would instruct chief negotiators David Frost and Michel Barnier to “work intensively” to bridge remaining differences on fisheries, governance and the level playing field on standards demanded by Brussels.

But a joint statement released after the phone discussion appeared to signal awareness on both sides that a deal may not be achievable, saying that they regard it as important to get an agreement “if at all possible”.

The pair agreed that “significant gaps remain” following what was scheduled to be the final round of talks between Frost and Barnier in Brussels last week.

The failure to make a breakthrough has put Mr Johnson’s self-imposed 15 October deadline for agreement at risk.

And it raised questions over whether enough time remains to negotiate a free trade deal and get it endorsed by the European Parliament before the end of the UK’s transition away from the EU at 11pm on 31 December.

If no deal is reached by that time, the UK will be forced to trade with its nearest neighbours on World Trade Organisation terms with tariffs on many goods, in a no-deal Brexit which the prime minister refers to as an Australian-style arrangement, as Australia has no deal with the EU.

He today restated his willingness to accept no-deal, breaking into a Crocodile Dundee accent as he told the Daily Telegraph: "Australia holds no terrors for us mate, we say good on yer, no worries, no wukkas."

The joint statement said: “The President of the European Commission, Ursula von der Leyen, and the UK Prime Minister, Boris Johnson, spoke today about the state of play in the negotiations on the future relationship between the UK and the EU.

“They agreed on the importance of finding an agreement, if at all possible, as a strong basis for a strategic EU-UK relationship in future.

 “They endorsed the assessment of both chief negotiators that progress had been made in recent weeks but that significant gaps remained, notably but not only in the areas of fisheries, the level playing field, and governance.

 “They instructed their chief negotiators to work intensively in order to try to bridge those gaps.

 “They agreed to speak on a regular basis on this issue.”

In a tweet, Ms von der Leyen said she had had a “good phone call” with the prime minister.

And she added: “While progress had been made, significant gaps remain. We agreed that it's important to find an agreement as strong basis for a strategic relationship.”

Following the completion of the latest round of trade talks on Friday, Ms von der Leyen warned that “time is running out” and urged London to compromise on areas of contention, saying: “Where there’s a will there’s a way.”

But Mr Johnson retorted that the onus was on Brussels to give ground, saying: “It’s up to our friends and partners to be common-sensical.”

The world’s largest solar and wind power generator has surpassed ExxonMobil in stock market value, reflecting investors’ bets on a changing energy system and an uncertain outlook for oil demand. 

NextEra Energy, a Florida-based utility and power producer, had a market capitalisation of $138.6bn in intraday trading on Friday, having gained more than two-thirds in the past two years, according to S&P Global Market Intelligence. 

ExxonMobil, a byword for Big Oil that was once the world’s biggest public company, has lost more than half its value since the start of the year. The supermajor’s market capitalisation was $137.9bn, down from a peak of more than $500bn in 2007. 

NextEra’s ascent and ExxonMobil’s decline reflect a collapse in oil consumption in the pandemic, the rise of renewable resources on the electric grid and investors’ desire for steady returns at a time of low interest rates.

Esta semana, me comentaba un conocido que trabaja en banca que por un lado los fondos se están, literalmente "dando de ostias" por comprar todos los terrenos y edificios antiguos en la zona "tecnologica" de bcn, y por otro lado, que les entran por la puerta parejitas jóvenes pidiendo cipotecones de 300 mil cada semana. Asi como coño va a cambiar algo....

Lockdown: The New Totalitarianism

Every political ideology has three elements: a vision of hell with an enemy that needs to be crushed, a vision of a more perfect world, and a plan for transitioning from one to the other. The means of transition usually involve the takeover and deployment of society’s most powerful tool: the state. For this reason, ideologies trend totalitarian. They depend fundamentally on overriding people’s preferences and choices and replacing them with scripted and planned belief systems and behaviors.

An obvious case is communism. Capitalism is the enemy, while worker control and the end of private property is the heaven, and the means to achieve the goal is violent expropriation. Socialism is a softer version of the same: in the Fabian tradition, you get there through piecemeal economic planning.

The ideology of racism posits something different. The hell is ethnic integration and race mixing, the heaven is racial homogeneity, and the means of change is the marginalization or killing off of some races. Fascism imagines global trade, individualism, and immigration to be the enemy while a mighty nationalism is heaven: the means of change is a great leader. You can observe the same about certain brands of theocratic religious traditionalism.

Each of these ideologies comes with a primary intellectual focus, a kind of story designed to occupy the mind. Think about exploitation. Think about inequality. Think about race theory. Think about national identity. Think about salvation. Each comes with its own language to signal one’s attachment to the ideology.

Most of the above ideologies are well worn. We have plenty of experience to draw on from history to observe the patterns, recognize the adherents, and refute the theories.

This year has given us a new ideology with totalitarian tendencies. It has a vision of hell, of heaven, and a means of transition. It has a unique language apparatus. It has a mental focus. It has signalling systems to reveal and recruit adherents.

That ideology is called lockdown. We might as well add the ism to the word: lockdownism.

Its vision of hell is a society in which pathogens run freely. Its heaven is a society managed entirely by medical technocrats whose main job is the suppression of all disease. The mental focus is the viruses and other bugs. The anthropology is to regard all human beings as little more than sacks of deadly pathogens. The people susceptible to the ideology are the people with various degrees of mysophobia, once regarded as a mental problem now elevated to the status of social awareness.

This year has been the first test of lockdownism. It included the most intrusive, comprehensive, and near-global controls of human beings and their movements in recorded history. Even in countries where the rule of law and liberties are sources of national pride, people were put under house arrest. Their churches and businesses were closed. The police have been unleashed to enforce it all and arrest open dissent. The devastation compares with wartime except that it was a government-imposed war on people’s right to move and exchange freely. We still cannot travel.

And remarkably, after all of this, what remains missing is the empirical evidence, from anywhere in the world, that this shocking and unprecedented regime had any effect on controlling much less stopping the virus. Even more remarkably, the few places that remained fully open (South Dakota, Sweden, Tanzania, Belarus), points out Will Jones, “lost no more than 0.06% of their population to the virus,” in contrast to high deaths lockdown New York and Britain.

Early on, most people went along, thinking that it was somehow necessary and short term. Two weeks stretched to 30 days which stretched to 7 months, and now we are told there will never be a time when we don’t practice this new public-policy faith. It’s a new totalitarianism. And with all such regimes, there is one set of rules for the rulers and another for the ruled.

The language apparatus is now incredibly familiar: curve flattening, spread slowing, social distancing, targeted layered containment, non-pharmaceutical intervention. The enemy is the virus and anyone who isn’t living their life solely to avoid contamination. Because you can’t see the virus, that usually means generating a paranoia of The Other: someone unlike you has the virus. Anyone could be a super spreader and you can recognize them by their noncompliance.

If Robert Glass or Neil Ferguson deserve to be called the founders of this movement, one of its most famous practitioners is Anthony Fauci of the National Institutes for Health. His vision of the future is positively shocking: it includes restrictions on who you can have in your home, the end of all large events, the end of travel, perhaps an attack on pets, and the effective dismantlement of all cities. Anthony Fauci explains:

“Living in greater harmony with nature will require changes in human behavior as well as other radical changes that may take decades to achieve: rebuilding the infrastructures of human existence, from cities to homes to workplaces, to water and sewer systems, to recreational and gatherings venues. In such a transformation we will need to prioritize changes in those human behaviors that constitute risks for the emergence of infectious diseases. Chief among them are reducing crowding at home, work, and in public places as well as minimizing environmental perturbations such as deforestation, intense urbanization, and intensive animal farming.

Equally important are ending global poverty, improving sanitation and hygiene, and reducing unsafe exposure to animals, so that humans and potential human pathogens have limited opportunities for contact. It is a useful “thought experiment” to note that until recent decades and centuries, many deadly pandemic diseases either did not exist or were not significant problems. Cholera, for example, was not known in the West until the late 1700s and became pandemic only because of human crowding and international travel, which allowed new access of the bacteria in regional Asian ecosystems to the unsanitary water and sewer systems that characterized cities throughout the Western world.

This realization leads us to suspect that some, and probably very many, of the living improvements achieved over recent centuries come at a high cost that we pay in deadly disease emergencies. Since we cannot return to ancient times, can we at least use lessons from those times to bend modernity in a safer direction? These are questions to be answered by all societies and their leaders, philosophers, builders, and thinkers and those involved in appreciating and influencing the environmental determinants of human health.”

Fauci’s entire essay reads like an attempted lockdown manifesto, complete with the fully expected longings for the state of nature and an imagined purification of life. Reading this utopian plan for a society without pathogens helps explain one of the strangest features of lockdownism: its puritanism. Notice that the lockdown particularly attacked anything that resembles fun: Broadway, movies, sports, travel, bowling, bars, restaurants, hotels, gyms, and clubs. Still now there are curfews in place to stop people from staying out too late — with absolutely no medical rationale. Pets are on the list too.

If an activity is fun, it is a target.

There is a moral element here. The thinking is that the more fun people are having, the more choices that are their own, the more disease (sin) spreads. It’s a medicalized version of Savoranola’s religious ideology that led to the Bonfire of the Vanities.

What’s remarkable is that Fauci was ever in a position to influence policy through his closeness to power, and he did in fact have a strong influence over the White House in turning an open policy into a lockdown one. Only once the White House caught on to his real agenda was he removed from the inner circle.

Lockdownism has all the expected elements. It has a maniacal focus on one life concern – the presence of pathogens – to the exclusion of every other concern. The least of the concerns is human liberty. The second least concern is the freedom of association. The third least concern is property rights. All of this must bow to the technocratic discipline of the disease mitigators. Constitutions and limits on government do not matter. And notice too how little medical therapeutics even figure in here. It’s not about making people get better. It’s about controlling the whole of life.

Note too that there is not the slightest concern here for trade-offs or unintended consequences. In the Covid-19 lockdowns, hospitals were emptied out due to restrictions on elective surgeries and diagnostics. That suffering from this disastrous decision will be with us for many years. The same is true of vaccinations for other diseases: they plummeted during the lockdowns. In other words, the lockdowns don’t even achieve good health outcomes; they do the opposite. Early evidence points to soring drug overdoses, depression, and suicide.

This is sheer fanaticism, a kind of insanity wrought by a wild vision of a one-dimensional world in which the whole of life is organized around disease avoidance. And there is an additional presumption here that our bodies (via the immune system) have not evolved alongside viruses for a million years. No recognition of that reality. Instead the sole goal is to make “social distancing” the national credo. Let us speak more plainly: what this really means is forced human separation. It means the dismantlement of markets, cities, in-person sports events, and the end of your right to move around freely.

All this is envisioned in Fauci’s manifesto. The entire argument rests on a simple error: the belief that more human contact spreads more disease and death. In contrast, Oxford’s eminent epidemiologist Sunetra Gupta argues that globalism and more human contact has boosted immunities and made life vastly safer for everyone.

The lockdowners have had surprising success in convincing people of their wild views. You only need to believe that virus avoidance is the only goal for everyone in society, and then spin out the implications from there. Before you know it, you have joined a new totalitarian cult.

The lockdowns are looking less like a gigantic error and more like the unfolding of a fanatical political ideology and policy experiment that attacks core postulates of civilization at their very root. It’s time we take it seriously and combat it with the same fervor with which a free people resisted all the other evil ideologies that sought to strip humanity of dignity and replace freedom with the terrifying dreams of intellectuals and their government sock puppets.

Bien, interesante, pero poco convincente. Si como señala el articulista, la nueva ideología toma como objetivo primario todo lo que sea contacto social, diversión, así como viajes, intercambio comercial, etc, veo inverosímil que la mayoría de la gente, independientemente de sus convicciones ideológicas, religiosas, etc, estén dispuestas a aceptar el "encierranismo" más que como un mal pasajero. De hecho, si esto se prolonga mucho más, más bien considero que cada vez más gente de todo tipo y condición, y muy particularmente entre los que al principio eran los mayores defensores del encierranismo, pasen a ser sus mayores objetores. Como muestra, tendríamos esto:

Bien, interesante, pero poco convincente. Si como señala el articulista, la nueva ideología toma como objetivo primario todo lo que sea contacto social, diversión, así como viajes, intercambio comercial, etc, veo inverosímil que la mayoría de la gente, independientemente de sus convicciones ideológicas, religiosas, etc, estén dispuestas a aceptar el "encierranismo" más que como un mal pasajero. De hecho, si esto se prolonga mucho más, más bien considero que cada vez más gente de todo tipo y condición, y muy particularmente entre los que al principio eran los mayores defensores del encierranismo, pasen a ser sus mayores objetores. Como muestra, tendríamos esto:

Eso digo yo. La gente puede aceptar las cosas como algo temporal por un bien mayor, pero ni de coña nadie (o la inmensa mayoría, independientemente de ideas o creencias) va a aceptar una situación así de forma indefinida y sin justificación excepcional.

Estoy de acuerdo en todo y, como yo, muchos. Y esto lo saben grupos que defienden determinado modelo (que no quiere morir) y por eso Lockdown creo que se convierte en otro punto de intersección con el que competir por adquirir más bases.
