"Act big" on stimulus, Biden's Treasury nominee Yellen tells lawmakersWASHINGTON (Reuters) - Janet Yellen, U.S. President-elect Joe Biden’s nominee for Treasury Secretary, urged lawmakers on Tuesday to “act big” on the next coronavirus relief package, adding that the benefits outweigh the costs of a higher debt burden.Yellen said her task as Treasury chief will be to help Americans endure the final months of the coronavirus pandemic, and rebuilding the U.S. economy “so that it creates more prosperity for more people and ensures that American workers can compete in an increasingly competitive global economy.”Biden, who will be sworn into office on Wednesday, outlined a $1.9 trillion stimulus package proposal last week, saying bold investment was needed to jump-start the economy and accelerate the distribution of vaccines to bring the virus under control.“Neither the president-elect, nor I, propose this relief package without an appreciation for the country’s debt burden. But right now, with interest rates at historic lows, the smartest thing we can do is act big,” Yellen, a former Federal Reserve chair, told the Senate Finance Committee.“I believe the benefits will far outweigh the costs, especially if we care about helping people who have been struggling for a very long time,” she said.The proposed aid package includes $415 billion to bolster the U.S. response to the virus and the rollout of COVID-19 vaccines, some $1 trillion in direct relief to households, and roughly $440 billion for small businesses and communities particularly hard hit by the pandemic.Many Americans would receive stimulus payments of $1,400, which would be on top of the $600 checks approved in a pandemic relief bill passed by Congress last month. Supplemental unemployment insurance would also increase to $400 a week from the current $300 a week, and it would be extended to September.Yellen received an endorsement from all former Treasury secretaries, from George Schultz to Jack Lew, who urged senators in a letter to swiftly confirm Yellen’s nomination so she can quickly tackle “daunting challenges” in the economy.(...)
REPORTon access to decent and affordable housing for all(...)40. Points out that 25.1 % of European tenants paying market price rents spend over 40 % of their income on rent, and that on average rents are constantly increasing[44]; calls on the Member States and regional and local authorities to put in place legal provisions, including clear rental regulations, to protect the rights of tenants and owner-occupiers, and to foster security for both owners and tenants and prevent evictions, including after renovation measures, and including those living in a dwelling expropriated from the state a part of a restitution process; calls on the Member States and regional and local authorities to ensure security of tenure by favouring long-term rental contracts as the default option, together with rent transparency and rent control measures, to correct rent where needed to facilitate affordable housing for all, to provide support for organisations working on the protection of tenants and owner-occupiers, and to set up low-threshold legal dispute settlement procedures;(...) 45. Notes with concern the increased financialisation of the housing market, in particular in cities, whereby investors treat housing as a tradable asset rather than a human right; calls on the Commission to assess the contribution of EU policies and regulations to the financialisation of the housing market and the ability of national and local authorities to ensure the right to housing, and, where appropriate, to put forward legislative proposals to counter financialisation of the housing market by mid-2021; calls on the Member States and local authorities to put in place appropriate measures to counter speculative investment, to adopt policies favouring long-term investments in the housing market, and to develop urban and rural planning policies that favour affordable housing, social mix and social cohesion;
One in five UK small businesses have halted EU exports, accountants sayLONDON (Reuters) - About a fifth of small and medium-sized British businesses that export to the European Union have temporarily halted overseas sales due to the complexity of new customs rules, a firm of accountants said on Tuesday.Since the end of a post-Brexit transition period on Dec. 31, British businesses selling goods to customers in the EU have had to fill out customs declarations and other paperwork, and there have been delays to freight services.UHY Hacker Young said that out of just over 100 clients, more than 20% had temporarily stopped selling goods to Europe.“These extra costs and paperwork could be devastating for UK SMEs who rely on their EU customer base. EU customers will inevitably look elsewhere if it means they can avoid paying import costs,” said Michelle Dale, a senior manager at UHY Hacker Young.While British goods being sold in the EU do not face tariffs or quotas, there are extra administrative costs from form-filling and other checks - so-called ‘non-tariff barriers’.The accountancy firm said a particular challenge came from “rule of origin” requirements that limit the number of foreign components that can be included in goods assembled in Britain for sale elsewhere in Europe.In November, the Bank of England estimated that Britain’s economy would suffer short-term damage equivalent to 1% of output or 5 billion pounds ($6.8 billion) in the first three months of 2021 due to disruption from the new border rules.Government budget forecasters pencilled in a 4% annual cost over the longer term, or roughly 87 billion pounds a year.
Janet Yellen to lawmakers: Spend big now, focus on debt laterIncoming Treasury Secretary Janet Yellen had this message for lawmakers: spend big now and pay down the debt later.During her Senate Confirmation Hearing, Yellen backed President-Elect Joe Biden’s $1.9 trillion stimulus and relief package to help the U.S. economy recover. The former head of the Federal Reserve believes this amount of spending “creates more prosperity for more people and ensures that American workers can compete in an increasingly competitive global economy.”Her spending priorities? Public health, vaccination, extended unemployment, food stamps, and small business relief.And concerns for breaking the budget should take a back seat to these priorities, telling the Senate Finance Committee:Citar“Neither the president-elect, nor I, propose this relief package without an appreciation for the country’s debt burden. But right now, with interest rates at historic lows, the smartest thing we can do is act big. Even though the amount of debt relative to the economy has gone up, the interest burden hasn’t.”But when do politicians ever think about the debt and deficit? They use this line constantly, even during the boom phase of the business cycle: spend now to ensure the economy maintains its growth and worry about paying down the debt when the time comes.Now that interest rates are artificially at historic lows, these people think they have carte blanche to spend like drunken sailors, using the pandemic as an excuse.
“Neither the president-elect, nor I, propose this relief package without an appreciation for the country’s debt burden. But right now, with interest rates at historic lows, the smartest thing we can do is act big. Even though the amount of debt relative to the economy has gone up, the interest burden hasn’t.”
Joe Biden fires the first shot in his War on EnergyBy the time 159 million Americans cast their ballots in the 2020 presidential election, it was clear where President-Elect Joe Biden stood when it came to the nation’s oil and gas industry. From banning fracking to imposing new regulations in the name of environmental justice, America’s historic achievement of energy independence could come under threat over the next two to four years. With reports that Biden will cancel the Keystone XL pipeline on his first day in the White House, has the incoming Biden administration declared war on the fossil fuel energy sector?Will 46 86 Keystone?A briefing note from the Biden transition team contains a list of executive actions scheduled for the incoming president’s first day. One item consists of the words “Rescind Keystone XL pipeline permit,” according to the state-owned Canadian Broadcasting Corporation (CBC).A lengthier version of the list has already been released by Biden’s Chief of Staff Ronald Klain. This did not include the Keystone XL decision, but Klain noted that it was not a complete list of planned decisions. If the reports are accurate, Biden would keep his pledge of ripping up Keystone approval if he won the 2020 election, effectively reversing President Donald Trump’s actions.In a statement last spring, Stef Feldman, Biden’s policy director, said of the $9 billion pipeline project:Citar“Biden strongly opposed the Keystone pipeline in the last administration, stood alongside President Obama and Secretary [John] Kerry to reject it in 2015, and will proudly stand in the Roosevelt Room again as President and stop it for good by rescinding the Keystone XL pipeline permit.”On Inauguration Day, will it be a promise made and a promise kept?Keystone XL: A PrimerIn 2008, TransCanada Energy and the province of Alberta proposed and commissioned the Keystone Pipeline System. This oil pipeline runs from Alberta’s Western Canadian Sedimentary Basin to refineries in Illinois and Texas, as well as tank farms and distribution centers in Cushing, OK. The 2.6 million miles of oil and gas pipelines are estimated to ship approximately 830,000 barrels per day from the Canadian tar sands to the U.S. Gulf Coast.Keystone XL has been a contentious project, facing environmental protests and legislative hurdles in the United States and Canada. In November 2015, Obama accepted Kerry’s recommendation and rejected a permit for the oil pipeline. However, a few days after his inauguration, President Trump reversed the decision and approved the pipeline.Proponents championed that Keystone XL was going to be the cleanest pipeline project ever constructed while creating thousands of high-paying jobs. TC Energy partnered with four labor unions that would have generated $2 billion in earnings for U.S. workers. Plus, the company worked with five First Nations groups regarding equity. Supporters averred that this initiative balanced economic benefits with environmental concerns.Opponents argued that KXL would exacerbate climate change. Sen. Bernie Sanders (I-VT) recently tweeted:Citar“The Keystone pipeline is & always has been a disaster. I’m delighted that Joe Biden will cancel the Keystone permit on his first day in office. With all of the major crises facing America, we must never lose sight of the most existential threat facing our planet: climate change.”Canadian Prime Minister Justin Trudeau revealed that he pressed Biden on Keystone following the November election. Despite greenhouse gas emissions falling about one-third over the last 20 years, and the Liberal government slapping a national carbon tax on Canadians, it appears that Trudeau’s pleas were not enough to convince the Biden camp. Oil and gas continue to be the Great White North’s largest exports, and its biggest trading partner is its neighbor to the south. For a fragile economy and recovery – both nationally and provincially – this could be devastating news.But if this is a black eye to the Trudeau government, it will be a more significant blow for Alberta’s United Conservative Party Premier Jason Kenney. He invested $1.5 billion of taxpayer dollars in the project, plus about $6 billion in loan guarantees, to ensure KXL would be completed.War On Energy?The proverbial shots have been fired at the U.S. oil and gas industry. Is this the peak of Biden’s war on energy, or is there more to come? Despite paying lip service to environmentalists and adding to federal regulations for eight years, even Obama realized the importance of crude to the broader economy and American households by removing a ban on crude oil exports, allowing output to soar during his reign. Perhaps Biden will appeal to his moderate instincts, something the country may have seen as he reversed his fracking ban stance. Or, as many conservatives warned since Biden’s nomination, will he serve as the Manchurian candidate for the radical left, doing the bidding of the fringe elements within the Democratic Party?
“Biden strongly opposed the Keystone pipeline in the last administration, stood alongside President Obama and Secretary [John] Kerry to reject it in 2015, and will proudly stand in the Roosevelt Room again as President and stop it for good by rescinding the Keystone XL pipeline permit.”
