No me extrañaría que el siguiente paso fuese eliminar, o modificar,  de la constitución el artículo 47. Según como se plantee, hay un grueso de la sociedad bastante madura para proponerlo. Es una burrada lo que digo, pero.....

¿Y qué más da? Lo que ponga en un papel, por mucho que sea la constitución, no significa nada. Cuenta la coyuntura y en menor medida la voluntad de la masa de gente (muy poco la de algunos elegidos). Por eso el artículo 47 no detuvo ni por asomo el nacimiento y expansión de la burbuja, y es irrelevante ahora.

Yo solo veo miedo. Miedo por todas partes: ladrilleros, pisitófilos, creditófagos, políticos, burbujistas, ahorradores, derrochadores, estudiantes, trabajadores, autónomos, empresarios... está todo el mundo con la mosca en la oreja. Ni uno confía en haber hecho lo correcto. Hay mucho miedo en la gente, no es al virus, se nota cuando se sinceran (o nos sinceramos).

Si el sistema capitalista no puede transicionar el actual modelo popularcapitalista, se me ocurren dos escenarios:
1. El sistema capitalista continúa con el modelo popularcapitalista en un ir a menos de baja intensidad pero constante, los BBCC tienen el poder absoluto de controlarlo todo y amortiguan los problemas en espera de tiempos mejores (Japón lleva ¿30 años? en ello).
2. El sistema capitalista se extingue y es reemplazado por otro nuevo sistema pero, ¡ojo!, manteniendo el modelo popularcapitalista. No puedo imaginar como sería este escenario mas allá de un sistema similar al Chino, con una fuerte planificación central, que es lo que siempre ha comentado Asustadísimos. La diferencia sería que esa planificación central seguiría primando el rentismo no productivo en lugar de reprimirlo como se esperaba en el ortograma.

En cualquiera de los dos escenarios no habría "sanación" y la economía iría a menos de manera crónica hasta que la evolución demográfica llevase al sistema a un nuevo punto en el que un cambio fuese posible de nuevo. Es decir, un punto en el que el tamaño del rentismo no productivo (pensiones y costes inmobiliarios) fuese menor que el del sistema productivo. Esto es, exceso de viviendas para la población existente y porcentaje de pensionistas muy bajo en comparación a una población trabajadora ya de por si pequeña dada la proyección demográfica.

Derechos fundamentales, derechos ordinarios y principios rectores de la política social y económica. El artículo 47 se encuentra entre estos últimos, meras aspiraciones a perseguir por los poderes públicos. Nunca fue un derecho aunque lo llamaran así por lo que nunca se pudo exigir ante un juez, ni ese ni el resto de principios en ella recogidos.

The dark side of Joe Biden’s spending blitz is becoming all too clear

You can have too much of a good thing. And you can have it at the wrong time.

Joe Biden has succeeded in ramming most of his $1.9 trillion relief package through the Senate, running roughshod over Republican objections as he went along by misusing ‘Reconciliation’. That arcane procedure was agreed in 1974 to control the budget deficit. He has just used to force through a deficit of 15pc of GDP.

The package comes on top of the $900bn pre-Christmas relief bill. It lifts the combined stimulus to 13pc of GDP. Three-quarters of this elephantine spending will hit the real economy this year.

America is undertaking an extraordinary experiment. Real GDP will recoup pre-pandemic levels by the end of the second quarter. The ‘output gap’ will be closed soon after that. The economy will run out of slack and hit capacity constraints by the late summer. Capital Economics says stimulus will by then be subject to “rapidly diminishing returns”.

In other words, the extra debt is largely wasted. The fiscal multiplier can be powerful in a slump, when ‘good’ borrowing can pay for itself two or three times over with extra growth: the multiplier collapses later in the growth cycle, when there is little low-hanging fruit.

The US economy will be there in three months, thanks to a vaccination campaign running at over 2.2m doses a day and rising. The figure was 2.9m doses last Saturday.

The Penn-Wharton Budget Model estimates that each extra dollar spent by Washington this year may lift output by as little as $0.20. The borrowing does not come close to paying for itself. What you get instead is an unsustainable short-term boom. It is called overheating.

“This isn’t a pandemic rescue package. It’s a parade of left-wing pet projects. Our country is already set for a roaring recovery, but not because of this bill. In fact in spite of this bill,” said Republican Senate Leader Mitch McConnell.

The Penn-Wharton monitor says the total boost to GDP is just 0.6pc this year and turns negative next year, subtracting 0.2pc from growth. By then “the additional public debt crowds-out investment in productive capital,” it says.

What remains from “going big” – the Biden term du jour – is the accumulated debt burden. Gross debt will rise from 109pc of GDP in 2019 to 134pc this year, and 137pc by 2025 (IMF measure). From there it will go into an upward spiral unless there is a circuit-breaker (stealth default or real default).

The US budget deficit this year will be almost unchanged from last year, despite the accelerating recovery. Even Olivier Blanchard, the high priest of stimulus, is choking on the numbers. He warns of a ‘nonlinear’ effect where inflation suddenly breaks out, akin to the late 1960s.

There is an additional overhang of $1.6 trillion of extra household savings built up during the pandemic. We do not know whether people will squirrel most of this away, or let rip as life returns to normal. If the latter, America is heading for an explosive burst of growth. Goldman Sachs has pencilled in 6.8pc this year, Oxford Economics 7pc, and Moody’s Analytics 8pc.



President Biden’s gamble is based on Franklin’s Roosevelt’s war economy from 1941-1945, not the New Deal of the 1930s. The idea is that if you “push down on the economic accelerator” you discover hidden slack. Added demand creates its own added supply.

Roosevelt’s military-industrial expansion tightened the labour market and lifted wages, leading to the most dramatic fall in income inequality in US history. It ushered in the ‘social democrat’ era of the American Dream. It is this that Mr Biden aims to replicate.

Today the mobilisation is against carbon rather than Fascism. But the economic effects are comparable. That at least is the theory.

Personally I am agnostic over whether this will cause a rise in long-term inflation or just a temporary spike before subsiding again – the Korean War analogy now in favour. Either way, US inflation is going to soar this year.

Tom Porcelli from RBC Capital says the ISM index of manufacturing and services already points to 4pc. The latest ISM survey said the whole system is starting to tighten, with port delays, capacity constraints, and labour shortages. “It is not just about commodities. It is about higher input costs in general,” said Mr Porcelli.

The Federal Reserve seems willing to accommodate this, allowing the economy to ‘run hot’. But bond markets are not going to accept 4pc inflation without screaming.



Yields on ten-year US Treasuries have already jumped 70 basis points to 1.6pc since January. This is not just because of inflation jitters. The latest rises have been in ‘real rates’ – the more painful kind – as investors take fright at the avalanche of Biden debt issuance.

The Fed has so far refused to express concern over rising yields, seeing the moves as (mostly) a healthy validation of recovery. Bank of America says markets will keep pushing the ten-year Treasury “well north of 2pc” unless and until the Fed capitulates, probably with some sort of de facto ‘yield curve control’. Anything above 2pc in the current circumstances would be a global financial shock and trigger an asset market rout.

Bank of America said the Fed will not intervene until there are “signs of negative feedback into the real economy, and disorderly market conditions”. It thinks the rescue might not come until there has been a 15pc fall in the S&P 500 index or a 45-point rise in blue chip credit spreads.

The US economy can cope with higher rates so long as the rise is not too fast. It is a different story for Europe, the global laggard. The eurozone has suffered deeper economic damage from the pandemic, and will recover more slowly due to the tortured vaccine rollout and lack of fiscal support.

The Institute of International Finance says the output gap is still 8pc of GDP, reaching 10pc in Italy and Spain. Yet the region has nothing like the Biden-style relief package. The €390bn grant component of the EU Recovery Plan – the relevant part since the loan component is just a funding swap – may be too small and spread over too many years to drive a sustainable expansion. Several states are edging back towards austerity.

Yet bond yields in Europe have been pulled up 30 points over recent weeks regardless. Crucially, real yields have been rising almost as fast as in the US, and that is where it turns dangerous. There is no economic justification for this. The European Central Bank’s Fabio Panetta said the moves amount to “undesirable contagion” and risk undermining recovery.



Mr Panetta said Europe must not repeat the post-Lehman errors and again lag behind in a low-growth trap. He said the ECB “should not hesitate” to counter the imported shock by stepping up QE. But that creates its own difficulties as QE reaches technical and political limits. It is hard to respond when the US is sucking in money and bidding up the cost of global funding.

Emerging markets are in the immediate path of the storm. Ten-year borrowing costs have risen by 100 basis points or more so far this year in Brazil, Mexico, Turkey, Peru, and The Philippines. Some of this is justified. Some of it is not.

The twin effect of a rising dollar and rising US rates is to drain global dollar liquidity. This has systemic consequences in a world where offshore dollar debt has reached $12 trillion and trade invoicing is still done mostly in US currency. The IFF warns of another ‘taper tantrum’ akin to the global sell-off in 2013 unless bond yields stabilise soon.

We are discovering the dark side of Joe Biden’s war economy. To paraphrase the pithy remark of one Washingtonian, it is our budget deficit but your problem.

Yo lo que veo es una degradación brutal de todo en muy poco tiempo.

La vivienda es lo de menos. Políticos locales se mean en nuestras libertades individuales y la gente se cruza de brazos (o se canalizan las protestas por no se qué rapero que no conocían ni en su casa).

¿Inflación? Mucha pero muy soterrada para no salir en la estadística oficial. Poder adquisitivo menguando a pasos agigantados. ¿Panorama laboral? Mejor no digo nada.

Mientras tanto se protege al okupa, se da cancha a la inmigración ilegal hasta niveles extremos, se confina a los nacionales con la excusa de que en Villalpando de Arriba hay dos casos de COVID (de las vacunas hablamos otro día).

Los pensionistas: qué-hay-de-lo-mío

Los políticos de cada región: qué-hay-de-lo-mío
Todo el mundo va a lo suyo. Empezando por el vecino del quinto y acabando en nuestros representantes.

Mientras pasa todo esto veo un empuje tremendo desde Europa para acabar con nuestro modo de vida actual.
Estoy de acuerdo en que lo que teníamos era insostenible (turismo de masas, coches de 3000 kilos para que una persona se pase horas en atascos cada día, etc. etc.) pero no me gusta nada lo que se está haciendo. Y no es miedo al cambio, es que veo pasito a pasito como nos acercamos a una distopia sin libertades individuales (empezando con eliminar la libre circulación y el uso del coche privado).

La vivienda es lo de menos. ¿Qué mas me da que un zulo de mierda valga trillones de euros? Antes pensaba que había que escoger entre suicidio económico o el ostracismo social. Ahora no hay escapatoria y lo que veo es que viene guano a paladas en forma de paro y restricciones.

¿Soy yo o ya hemos entrado en la fase de no retorno para irnos a la mierda del todo? ¿alguien que lo vea con un poco más de positivismo?

Lo digo,  más que nada, porque siempre les dan el coñazo con ese artículo los que piensan que la vivienda tendría que tener una función más social. Es una forma de indicar el poder que tienen.  “ Oye, quitadme esa gilipollez que pone en el “papel” que siempre están con la misma vara”

Intuyo, que todos los que estamos en el foro, a pesar de que nos convence, en muchos aspectos, lo que explica asustadisimos, intuíamos que es muy difícil que se den esos cambios. La información, las sensaciones, que procesa nuestra intuición, llevan dando señales claras de alarma desde hace muchos años. Percibo, intensamente, que la situación en el mercado inmobiliario es mucho peor que en la megaburbuja, en lo que respecta a accesibilidad. Es que es muy fuerte, pero es así. Tienen, sin duda alguna, todo, y todos, los que tienen voz y voto a su favor. Que poderosa arma la intuición, y que poco caso le hacemos cuando ponemos nuestros deseos por delante. 

Asustadísimos debe estar revisando todos sus esquemas. Es muy grave su último mensaje, quizá está volviendo a tomar el pulso a la realidad real, y abandonando prejuicios.

Inflación, oro, criptomonedas, GameStop, SP500...
Todas las predicciones hechas, ante un capitalismo fallido, ¿deberán revisarse?

Nunca hay que confundir la certeza de que la burbuja es insostenible (por definición todas lo son) con la resistencia a aceptar que pinche por parte de los que tienen mucho que perder.

Ellos quieren mantener el statu quo, y nosotros estamos tentados de desear que no puedan. La realidad es independiente de los deseos de unos y otros.

Dicho esto, que se sientan acosados y que Guindos salga a decir "que sería muy malo que pinche esa burbuja que no existe" es un síntoma de que saben que no las tienen todas consigo.

Eso sí, si hay crack será muy doloroso. Yo en la otra crisis subestimé hasta qué punto iba a llegar la resistencia para mantener en pie el chollo, así que esta vez no espero nada por ahí. Pero igualmente a más resistencia, más abrupta es la caída.

(...) From Neo-liberalism to Rentier XCapitalism

The Mont Pelerin Society that groomed the economic and political leaders of the 1980s between 1947 and 1979 could be called ‘neo-liberal’, in that they believed in free market capitalism, financial and capital market liberalisation and extreme individualism. Undoubtedly, they and their politicians, notably Thatcher, Reagan and others listed in The Corruption of Capitalism (second edition, 2021), were advocates of global capital and vehemently against the proletariat.

Many commentators forget that Thatcher was an accidental leader, who never gained the support of a majority of the electorate.[ii] Intense class conflict ensued. Key events were the miners’ strikes in Britain and the defeat of the air traffic controllers in the United States. The miners’ strike was doomed from the outset, but represented the protest of the dying class, standing up, or going down, with dignity. Those who defied the state deserve our respect.

Here we come to the first crucial point I wish to make in this article. The ideology used to break the old social formation was what we now call neo-liberalism – known in its various guises as the Washington Consensus, the Chicago School, shock therapy and supply-side economics. It corresponded to the ideology guiding the dis-embedded phase in the Great Transformation. But neoliberalism does not define the system that it forged. It was a destructive ideological tool, the hallmark of which was virulent determination to dismantle all institutions and mechanisms of social solidarity, the benchmarks of ‘the left’, on the grounds that they stood against the market.

Neoliberalism essentially died in the 1980s as a political project. By then it had done its work. It had laid the ground for financial capital to take control from national production capital. The Big Bang in the City of London symbolised that moment, although reforms in the USA and elsewhere preceded it. Multinational financial and corporate capital then forged the hegemonic system of today – rentier capitalism. This in turn, as in previous dis-embedded phases in the evolution of capitalism, ushered in a new class structure with new class tensions.

We will come to those later. First, a few words on rentier capitalism. It represents the triumph of private property rights over free market principles. Contrary to what neo-liberals claim, it is the most unfree market system ever constructed. More and more of the income flows to owners or controllers of property – financial, physical and intellectual. The income and wealth gained are forms of rent, not profits from production or wages.

Indeed, another error of the mainstream left was to think neoliberalism ushered in a ‘deregulated’ labour market. As argued elsewhere, the labour market is more tightly regulated than in the social democratic industrial capitalism era. It is just that it is regulated in favour of capital, and the mainstream left helped to make that happen.

There is no space here to go into the contours of rentier capitalism.[iii] But a key point for political action in the coming period is that a transformation can only be forged if one understands the structures one wishes to see transformed. A focus on ‘neoliberalism’ gives rentier capitalism a free pass.

Borrowing from the philosophy of science, we may say that a paradigm will not be displaced by a new paradigm until the existing one prompts questions that its practitioners cannot answer and a new paradigm exists to fill its place with a bevy of advocates and practitioners capable of implementing it.

This should remind ourselves of the nature of political transformations. Rentier capitalism is the latest form of capitalism to ‘negate’ the pursuit of Enlightenment values, encapsulated in its trinity of freedom, equality and solidarity. In that regard, Chantal Mouffe correctly refers to ‘struggles for equality and liberty’ and calls for a ‘deepening of democracy’. One should also emphasise a need to ‘deepen solidarity’, through promoting new collective bodies, as is recognised in Spyros Sofos. However, the immediate challenge is to achieve ‘the negation of the negation’. This is an ontological perspective, not a teleological one. We may not be able to define precisely what type of society we wish to create in the longer term, but we should be able to see what the near Future could be.

This point relates to another historical error of the mainstream left, that is, twentieth century social democrats. They lost a sense of the Future. They became reactionary, at best promising to restore Yesterday.

The Precariat in the Global Class Structure

This leads to the class structure generated by the combination of neoliberalism and its progeny, rentier capitalism. It is a globalised class fragmentation superimposed on earlier class structures, which always linger. Very briefly, we should define classes by three dimensions – distinctive relations of production, distinctive relations of distribution and distinctive relations to the state. It is essential to define classes in this multi-dimensional way in order to escape both from the old pseudo-Marxist dualism of the bourgeoisie versus the proletariat (or worse, working class) and the phoney dualism of crude populism of ‘the people’ versus ‘the elite’ (or establishment).

In descending order of income and state power, at the top is the plutocracy, below which is an elite, and then proficians and the salariat. These are defined in detail elsewhere. The crucial points for this contribution are that all are recipients of rentier income and all are objectively and emotionally detached from existing welfare states. It is sometimes overlooked that the salariat – those with salaried employment, occupational pensions, houses and shares – have done very well during the rentier capitalism era, gaining from one of its outstanding outcomes, asset price inflation.[iv]

All this means, in turn, that the top strata – perhaps accounting for 30% of the population – have little inclination materially to defend wages, labour standards or state benefits, unless driven by fear of losing their privileges from the rage of the advancing sans culottes.

Below those groups is the old proletariat, for whom labour and social democratic parties and labour unions were built, and whose interests were advanced globally by the International Labour Organisation. The key point for this discourse is that the proletariat was subject to proletarianization, to the disciplines of stable full-time labour, and to fictitious decommodification, in that the money wage shrank as a share of social income, with more coming as non-wage benefits and entitlements, giving them labour security. It was not real decommodification, since workers were obliged to sell labour (effort and time) in order to obtain those entitlements or be married to someone who was prepared to do so.

For the proletariat, the norm was and is to be in a stable job. There is nothing labourists love more than to have as many people as possible in jobs. They romanticise being in a job, promising Full Employment, and quietly resorting to workfare. They conveniently forget that being in a job is being in a position of subordination and fail to recall Marx’s depiction of labour in jobs as ‘active alienation’.

The hallmark of the proletariat’s relations of production was employment security, not job security, in the sense of what work or activity one does.[v.] As for their relations of distribution, those in the proletariat are, as a norm, neither rent-recipients nor structurally exploited by rent mechanisms, unless in the process of falling into the precariat.

This leads to what is the emerging mass class of rentier capitalism, the precariat, below which is a lumpen category cut off from society, without an active role. The precariat’s distinctive relations of production include having unstable, insecure labour, having to do a lot of work that is not labour, including work for the state, having no occupational or organisational narrative to give to themselves, and being exploited and oppressed off workplaces and outside labour time as much as within them.

More of them are being drawn into platform capitalism, as ‘concierge’ or cloud taskers, controlled and manipulated by apps and other labour brokers. Above all, they are being gradually habituated to precariatisation, told to put up with a norm of unstable task-driven bits-and-pieces existence.

The distinctive relations of distribution are that they must try to survive solely on low, volatile and uncertain money wages, with few if any non-wage benefits or assured state benefits, while being subject to onerous exploitation by rental mechanisms, living constantly on the edge of unsustainable debt. The insecurity experienced is unlike the norms of the proletariat, being characterised by chronic uncertainty and fragility to unpredictable but common shocks.

Those characteristics are bad enough. But it is the distinctive relations to the state that most define the precariat. The precariat are denizens rather than citizens, meaning that they are losing or not gaining the rights and entitlements of citizens. Above all, they are reduced to being supplicants, dependent on the discretionary benevolence of landlords, employers, parents, charities and strangers, showing them pity.(...)

No me extrañaría que el siguiente paso fuese eliminar, o modificar,  de la constitución el artículo 47. Según como se plantee, hay un grueso de la sociedad bastante madura para proponerlo. Es una burrada lo que digo, pero.....
El art. 47 no está en los derechos fundamentales (que si no recuerdo mal, están en el 23), con lo que les da exactamente lo mismo.

Asustadísimos debe estar revisando todos sus esquemas. Es muy grave su último mensaje, quizá está volviendo a tomar el pulso a la realidad real, y abandonando prejuicios.

la vivienda no es ni de lejos la mayor preocupación de los Jóvenes.

La juventud está desencantada, saben que están metidos en un sistema educativo viciado, en una economía con lúgubres espectativas laborales.
Saben que no se pueden permitir los lujos de sus padres o incluso hermanos mayores, comprar coche, comprar vivienda, tener hijos.

Por tanto el problema ya no es la vivienda, que puede quedar como un lujo que se permiten unos pocos, igual que no todos pueden comprarse un Panerai.

Aquí el problema es el desmembramiento de la sociedad, sin hijos ni familias que den el relevo.
Problemas todos ellos generados por... la vivienda.

La vivienda sí que es de lejos el mayor problema que tienen, ya que todos los demás se derivan de él.
Y yo (y sospecho que soy de los pocos aquí) por circunstancias estoy en contacto muy habitual y cercano con un grupo muy numeroso de gente desde 16 hasta 30 años.

La vivienda es un problema y no lo ha dejado de ser.
Es tanto problema, que está pudriendo el sistema desde dentro.

Intuyo, que todos los que estamos en el foro, a pesar de que nos convence, en muchos aspectos, lo que explica asustadisimos, intuíamos que es muy difícil que se den esos cambios. La información, las sensaciones, que procesa nuestra intuición, llevan dando señales claras de alarma desde hace muchos años. Percibo, intensamente, que la situación en el mercado inmobiliario es mucho peor que en la megaburbuja, en lo que respecta a accesibilidad. Es que es muy fuerte, pero es así. Tienen, sin duda alguna, todo, y todos, los que tienen voz y voto a su favor. Que poderosa arma la intuición, y que poco caso le hacemos cuando ponemos nuestros deseos por delante.

Todas las gilipolleces que se hacen para aguantar el chiringo, se harán hasta que la broma salga más cara que hacer lo contrario (China está partiéndose la caja mientras nos venimos abajo por subnormales). Y ese momento yo creo que hace tiempo que ha llegado.

El tiempo sigue pasando, y las matemáticas son las que son. ¿Qué harán cuando la demografía y las herencias no permitan mantener el tenderete?

Bajar nunca bajan. El que se lo crea (a pesar de que hay muchos sitios en los que aunque lo escondan, ya llevan un buen tiempo bajando), allá él.

Las empresas que se encuentren en una situación de insolvencia por la crisis económica del coronavirus contarán con un tiempo extra para intentar poner sus cuentas en orden. El Gobierno de Pedro Sánchez planea prorrogar hasta el próximo 31 de diciembre la moratoria que suspende la obligación de las sociedades de entrar en concurso de acreedores.

La dilatación en el tiempo de la pandemia ha forzado al Ejecutivo a renovar esta medida excepcional que se puso en marcha hace un año con la declaración del primer estado de alarma y que ya se había ampliado en una ocasión. La nueva prórroga se debatirá en el Consejo de Ministros que se celebrará este viernes, según ha publicado El País.

Esta medida se aprobó para evitar que las empresas más golpeadas por la crisis tuvieran que acudir a un concurso de acreedores si no eran capaces de salir de su situación de insolvencia en un plazo máximo de dos meses, tal y como figura en la ley. Un escenario muy breve si tenemos en cuenta que la pandemia ya se ha prolongado durante casi un año con tres oleadas diferentes de contagios que han desencadenado severas restricciones para muchos sectores económicos.

Su prórroga se ha convertido en fundamental para los empresarios, ante las dificultades para hacer frente a sus pagos, únicamente con el resto de herramientas que el Gobierno ha puesto en marcha como los Expedientes de Regulación Temporal de Empleo (ERTE) o la concesión de créditos ICO avalados por el Estado, que todavía no se conoce con claridad cómo tendrán que devolver.

El Banco de España ya advirtió a mediados de febrero que cerca de un 40% de los negocios españoles tuvieron dificultades en 2020 para cubrir sus gastos financieros, como consecuencia de las pérdidas que ha provocado la crisis económica de la Covid-19. La institución prevé que el porcentaje de empresas en insolvencia supere el 14% este curso, lo que representa cuatro puntos más que en 2019, cuando la pandemia todavía no había aparecido en escena.(...)

Y después, el gobierno tendrá que hacer un plan para rescatar a los acreedores que no han podido participar del concurso de acreedores. Y así, paso a paso, rescate a rescate, hasta la explosión final.

Lo dicho.  Cuanto peor, mejor.
