Lagarde’s Strategy Hints at New Era of ECB Teamwork With Germans



(Bloomberg) -- President Christine Lagarde had barely begun unveiling the European Central Bank’s new monetary policy strategy this month when she signaled that the Germans were on board.

By quickly highlighting officials’ unanimous backing, she revealed the support of Bundesbank chief Jens Weidmann -- validation that also underscored how the hawkish and conservative institution he leads is committed to exerting influence through engagement rather than confrontation, and is quietly satisfied with the results.

Compare that to the history of Bundesbankers’ temper tantrums against ECB policies over the years, featuring bitter resignations and disagreements fought out in court, capped by outcomes that often defied their wishes anyway. If anything, the review’s outcome emphasizes a very different rapport than used to be the case.

“There’s a certain pacification in the relationship, a better cooperation, and an acknowledgment that you have to get along,” said Guntram Wolff, director of the Bruegel think tank in Brussels. “There’s a fine line between being hawkish, which is a justified position, and being perceived as anti-euro.”

Lagarde’s accession to the ECB presidency and a different style to her predecessor, Mario Draghi, were important in resetting the Bundesbank relationship. And with elections in September in Germany, Europe’s biggest economy, she recognizes the need to sustain its support for the euro amid skepticism about policies such as negative interest rates.

An initial trial of the new monetary strategy, and the consensus underpinning it, will take place this week, as the Governing Council meets for a decision on Thursday that will result in revamped guidance on its future policy.

New Strategy

The approach Lagarde unveiled on July 8 included a new higher inflation target of 2% and discretion for officials in bolstering growth. That outcome reflected a compromise Weidmann was closely involved in wording as concrete drafts for the revamp circulated after a retreat of policy makers northeast of Frankfurt.

The language acknowledges an overshoot of the goal can happen when interest rates are very low, but stops short of making it an actual aim. By contrast, the Federal Reserve’s strategy unveiled last year does that by adopting average inflation targeting.

“We are not striving for either lower or higher rates,” Weidmann said after Lagarde’s announcement. “That was important to me.”

The Bundesbank also steered climate-change policy toward managing balance-sheet risks, instead of more radical options that its officials felt were better handled by governments.

The result is a monetary strategy that observers see tilted in a more dovish direction but that still accommodates the sensitivities of an institution with a special role in Europe’s monetary union, with its tight-money regime providing the blueprint for the ECB at its foundation in 1998.

“I’m glad to see that the ECB withstood the temptation to throw its entire strategy overboard,” Otmar Issing, the former Bundesbanker who served as the ECB’s first chief economist and who helped design its original policy framework, said in an interview. “Changing the inflation goal to a straight 2% was the right choice and long overdue. Highlighting the medium-term focus is important.”

By contrast, Juergen Stark, the former Bundesbank vice president who succeeded Issing in 2006, is more critical.

“I have considerable doubts that the new price-stability goal will create more clarity if the central bank insists on greater flexibility,” he said. Clarity and flexibility are at odds with each other, and in the worst case it hurts credibility.”

Such sentiments provide not only a glimpse of the Bundesbank’s misgivings over the years, but also hint at the difficulties Lagarde might have faced if the Germans hadn’t played ball.

Notable instances of past acrimony include arguments over the ECB’s first sovereign bond-buying program preceding the 2011 resignations of both Axel Weber, Weidmann’s predecessor as Bundesbank chief, and of Stark too.

Weidmann himself said that quitting “wouldn’t be my style,” but he instead became a thorn in the side of Draghi, who accused the German of saying “no to everything.”

The Bundesbanker even testified in court against his colleague’s famous “whatever it takes” policy to stem the region’s sovereign debt crisis, and also claimed that his own central bank isn’t just one of many in the euro zone -- but the “largest and most important” of them.

Such confrontations fed a stereotype of the Bundesbank as an orthodox behemoth that overlooked moments of pragmatism. Its officials often took a flexible approach to managing money supply and inflation for example, and dabbled in quantitative easing in the 1970s. Even after Weidmann opposed Draghi’s use of the policy in 2015, he engaged in dialog over its execution.

Lagarde knows that consensus over strategy doesn’t guarantee support on its implementation. She told the Financial Times last week that she’s under no illusion that decisions will be unanimous.

It also remains to be seen if the Bundesbank’s pragmatism ultimately reflects a moderation in its hawkishness, or simply a more diplomatic demeanor.

“As long as the ECB continues to expect too-low inflation, the new strategy would require it -- strictly speaking -- to loosen its policy,” said Christian Odendahl, chief economist at the Centre for European Reform in Berlin. “The true test of the negotiated consensus is still ahead.”

El consejero delegado del Banc Sabadell, César González-Bueno se ha mostrado claro este miércoles durante su participación en los cursos de verano organizados por la Asociación de Periodistas de Información Económica (APIE), en la Universidad Menéndez Pelayo de Santander, “la Sareb ha cumplido su función, el proceso de salida de la banca está en marcha”.

El CEO de la entidad catalana ha explicado que el banco malo fue un instrumento “clave” para ayudar a la banca a salir de la crisis financiera, pero su función “está cada vez más ejecutada”. El pasado mes de marzo se conoció que los 35.000 millones de deuda pendiente de esta sociedad computarán en las cuentas públicas a partir de ahora.

Un movimiento que se producía porque Eurostat llevaba tiempo pidiendo una reclasificación para que Sareb se alineara con lo que han hecho otras entidades similares en Europa y para que todas siguieran las mismas normas contables.

Desde entonces, se empezó a valorar la salida de la banca del accionariado y la reorganización del consejo de administración. Algo que se producirá más pronto que tarde, según han ido confirmado algunos banqueros durante estos tres meses.

Las palabras de González-Bueno se alineaban con las del vicepresidente del Banco Central Europeo, Luis de Guindos, que también ha defendido en estas jornadas la utilidad de la Sareb para ayudar a la recuperación de la banca y en consecuencia, de la economía española, que ha crecido por encima de la media tras la crisis.

“La Sareb, bancos malos, o compañías de gestión de activos se han utilizado en todos lados. En 2012 había muchos créditos inmobiliarios dudosos, mal valorados y la Sareb fue un instrumento útil“, apuntaba.

En este sentido, recordaba que la supervisión la hicieron el Fondo Monetario Internacional, el Banco Central Europeo y la Comisión Europea de acuerdo con el rescate bancario de España y después, estuvo controlado por el Banco de España.

También ha amparado que la deuda de la Sareb empiece a computar como deuda pública. En su opinión, la sociedad “debe recuperar el ritmo de venta de activos que tenía antes de la pandemia y así podrá reducir los 35.000 millones de deuda”.

Con estas palabras respondía a la vicepresidenta segunda del Gobierno, Nadia Calviño que durante estas jornadas señaló que la Sareb era una “herencia” de la anterior crisis y que ahora el Gobierno había tenido que reclasificar las cuentas públicas. Asimismo, explicaba que buscaban mejorar su operativa para responder “al interés general” y maximizar las ayudas públicas que se dieron al sector financiero.

Sin entrar en el tema de sueldos, estoy de acuerdo con Santiago Niño-Becerra en que, con la Agenda 2030 en marcha, se crearán políticas que incentiven el teletrabajo en aquellos casos en los que sea posible hacerlo (y que conste que, aunque reconozco que en sectores como el de IT es posible realizar practicamente todo en remoto, la tecnología actual es incapaz de replicar con la misma efectividad cosas aparentemente tan sencillas como señalar algo con el dedo en un monitor de otra persona o transmitir una idea o concepto a un equipo haciendo uso de un rotulador y una pizarra).

Bueno, no te creas, ya hay software como Miro o Mural, con el que se pueden hacer workshops y que son pizarras virtuales donde todo el mundo se puede conectar y participar, sin necesidad de instalarte nada ni problemas.

Es un sustituto bastante decente.


Yo he hecho teleconferencias o telereuniones y se pierden muchos matices, además resulta difícil transmitir mucha información.

En cualquier caso, muchas empresas quieren volver ya al presencialismo porque han notado una bajada de productividad, vamos, que la gente se escaquea más si no la controlan.

Supongo que depende del sector, en el mio, relacionado con el tema audiovisual, me consta que está costando horrores conseguir gente en presencial. La mayoria prefiere remoto, ahora mismo hay bastante trabajo y se puede elegir.

Mi visión sobre el tema es que si me quieres presencial me tienes que pagar más, porque si esa presencialidad implica moverme a una gran ciudad donde todo es más caro no sale a cuenta.

En cuanto a productividad, la misma o más que antes. Los plazos se cumplen y no hay bajadas de calidad. Que para algunas cosas sea más cómodo tener a todo el mundo en una oficina está claro en cuanto a facilidad de comunicación, pero no es nada insalvable.

Quien trabaja en el sector de la informática, sabe de sobra que hoy día no se pueden inventar resultados. O funciona o no. Además que por la forma de trabajar hay pruebas documentales de todo lo que se hace (control de versiones y otras similares), cosa que de hecho debería ser copiada por otras disciplinas que trabajasen con ordenadores, que las herramientas ya existen.

Así que no hay forma de hacerse el loco o escaquearse, porque en una semana se ve rápidamente quién no ha hecho su parte y hay un registro detallado de quién ha hecho qué, a un nivel de granularidad extremo además.

El problema no está en los trabajos productivos con objetivos concretos y planificación, sino en los trabajos genéricos que hasta ahora se dedicaban a pasear de un lado a otro aparentando estar muy ocupados, inventándose reuniones y desviando marrones a los lados. Me puedo creer perfectamente que esa sea la caída. Antes no se podía ver ese agujero y ahora canta la traviata.

si me quieres presencial me tienes que pagar más

Cuidado con esto, ya que todos nuestros contratos de trabajo han sido firmados en condiciones de presencialidad, y por lo tanto ya incluirían el "plus de presencialidad". Con lo que acabas de decir, habría que bajarte el sueldo ya que no quieres venir a la oficina  :biggrin:

Si en el sector hay empleo de sobra y se puede cambiar, no habrá mucha presión de ese tipo, pero me consta que no hay muchos empleos en España en los que te puedas permitir elegir.

El velo de la pandemia ha levantado otros, como el de la presencialidad. Ahora que la gente ha visto lo que es trabajar desde casa, ya no queremos otra cosa. En eso no ha cambiado nada, ir a la oficina era ya redundante y poco conveniente en los 2000, lo único que ha cambiado son las preferencias de la gente: en los 2000 no se te ocurre pedirle al jefe trabajar desde casa porque se te ríe en la cara. Ahora al jefe no se le ocurre pedirte trabajar en la oficina porque le sales con mil retahílas y a lo mejor hasta te vas.  :rofl:

el teletrabajo trae anidado un revolcon en latigueros, los latigueros puros que ni saben hacer la faena ni saben lo que cuesta son un obstaculo

el teletrabajo lleva ademas a otras consideraciones, como la jornada de 9 horas frente a las 7,30 u 8 donde el currela solo curra 4 dias, o la semana de 6 dias en vez de 5; y la articulacion de esos cambios con la conciliacion familiar

el teletrabajo trae anidado un revolcon en latigueros, los latigueros puros que ni saben hacer la faena ni saben lo que cuesta son un obstaculo

el teletrabajo lleva ademas a otras consideraciones, como la jornada de 9 horas frente a las 7,30 u 8 donde el currela solo curra 4 dias, o la semana de 6 dias en vez de 5; y la articulacion de esos cambios con la conciliacion familiar

BRUSSELS/LONDON, July 19 (Reuters) - Britain will threaten this week to deviate from the Brexit deal unless the European Union shows more flexibility over Northern Ireland, one UK and three EU sources told Reuters, a move that could thrust the five-year Brexit divorce into tumult.

Deviating from the deal's so-called Northern Ireland Protocol is a risky step: its aim was to prevent Brexit from disrupting the delicate peace brought to Northern Ireland by the U.S.-brokered 1998 peace deal that ended three decades of sectarian conflict.

Prime Minister Boris Johnson, who signed the 2020 Brexit deal, has been dismayed by the protocol which has imposed paperwork and checks that London says could prevent British food staples such as sausages going to Northern Ireland.

David Frost, the British minister who leads Brexit negotiations, is preparing to announce a significant potential change on the protocol that could have far-reaching consequences for the relationship with the EU, one of the sources said.(...)

The two big reasons to doubt the global boom

Cracks are appearing in the US and Chinese engines of growth

Though economists expect the reopening boom in the global economy to roar through the coming quarters, there are two increasingly pressing reasons to question its strength and length: China and the US. The two superpowers are the locomotives of global growth, but cracks are appearing in their economic engines.

China alone accounted for more than a third of growth in the world economy over the past five years. Today a 1 percentage point slowdown in China shaves a third of a point off global growth in gross domestic product, so the world has reason to worry when Beijing tightens the screws. That’s happening, with the crackdown on the tech sector.

In recent years, as the old economy industries of the commodities and manufacturing sectors have become mired in debt and decay, China’s boom has been sustained by a new economy, concentrated in the tech sector. Over the past decade, the digital economy’s share of China’s GDP has quadrupled to a staggeringly high 40 per cent.

But tech giants could pose a standing challenge to the ruling party at a time when it tries to revive the socialist values of early revolutionary years. China had no tycoon worth more than $10bn a decade ago; now it has nearly 50. Over the past year, China generated 238 new billionaires, more than twice as many as any other country. Most of that wealth arose in tech.

The crackdown has been cast as a healthy move to contain monopolies, or as a state bid to gain control over big data. It is, however, also an unsurprising response by the Communist party to this unprecedented explosion in wealth and inequality.

This new campaign follows an old pattern, going back at least to economy tsar Zhu Rongji in the early 1990s. China has risen as an economic superpower over the past four decades as the state retreated, freeing capitalists to generate growth. But at times state managers step in to restrain capitalism when its apparent excesses — of corruption or debt bubbles or inequality — grow too glaring for their liking.

Often the campaign has been accompanied by a slowdown in the economy but ends before the damage goes too far. Nearly a decade ago, Beijing launched a massive anti-corruption drive that cut down many rich tycoons, who were soon replaced by a new breed of tech magnates.

This time the stakes appear higher. It’s hard to see how any other sector could make up for a shock to the digital economy, and the damage is already clear. Since the crackdown began, the market cap of Chinese tech has fallen by a third, or around $1tn. The rise of new tech unicorns has dried up. And it’s not clear that Beijing is prepared to back off yet, given how powerful the tech giants have become and the widespread belief that data is the new gold.

The US is the world’s second economic engine, representing about one-fifth of global growth over the past five years. Many forecasters assume that the global recovery will get a huge boost from the $2.5tn in additional savings that Americans squirrelled away during the pandemic and will presumably now spend as the economy fully reopens.

However, that is not how consumers behaved in the past.

As a recent article in Barron’s pointed out, excess savings have been released in spending sprees only in nations that were defeated and destabilised in war, where consumers feared their currency might soon be rendered worthless. In the US, the last major episode of forced saving came under rationing in the second world war. America won and, rather than spend wildly after the war, Americans sat on those extra savings for years.

Conditions are similar now. Americans have chosen to spend only about a third of their pandemic stimulus checks, saving or paying down their debts with the rest. The new Delta variant threatens to reinforce this caution. 

The US is also approaching a “fiscal cliff”. New government spending will plummet sharply in coming months. Most economists are banking on extra strong consumption growth to pick up the slack. But history is not on their side. After a stimulus sugar rush, growth tends to fall back quickly.

Signs of engine trouble are flashing in China and the US, which in recent years have accounted for over half of global growth. While the debate raging in financial markets focuses on whether the uptick in inflation will be transitory, it is time to ponder the possibility that the economic boom will prove more transitory than expected.
