Gilts sell off as Bank of England reiterates plan to end bond-buying scheme

Central bank says programme will end on October 14 following mixed signals

A sell-off in UK government bonds accelerated on Wednesday, sending long-term borrowing costs higher after the Bank of England reiterated its plans to halt its emergency gilt-buying scheme as scheduled on Friday.

The central bank said on Wednesday morning that it “has made clear from the outset, its temporary and targeted purchases of gilts will end on 14 October”.

The BoE added that it had “made absolutely clear in contact with the banks at senior levels” that it would end its scheme this week. The Financial Times reported earlier on Wednesday that BoE officials had briefed lenders in private that it was prepared to extend the programme beyond Friday’s deadline if market volatility flares up again.

The UK 30-year yield rose 0.2 percentage points to 5 per cent, as selling gathered pace after the BoE’s announcement. Long-term yields are now closing in on levels that prompted the central bank to launch its initial intervention in the gilt market on September 28. Bond yields rise as their prices fall.

The latest bout of selling comes after BoE governor Andrew Bailey warned pension funds late on Tuesday that they had “three days left” before support ended.

“The lack of certainty is creating real challenges [for trustees],” said Andrew Coles, chief executive of Isio, a pension advisory firm. “On the one hand we have an official line which is the deadline is Friday, then stories leak through that if the markets react we might step in. This does not give certainty for trustees and schemes trying to prepare.”

The bank’s chief economist Huw Pill followed up Bailey’s message on Wednesday by insisting that the BoE should remain focused on its principal goal of fighting inflation.

“Were monetary policy to be reoriented towards serving financial stability ends . . . it would also be distracted from its central task of maintaining price stability and returning inflation to the 2 per cent target,” Pill said in a speech in Scotland. He signalled the BoE is likely to make a big increase to interest rates next month in response to chancellor Kwasi Kwarteng’s package of unfunded tax cuts in September.



The pound steadied on Wednesday, having dropped sharply after Bailey spoke in Washington on Tuesday evening. Sterling was 0.8 per cent higher against the dollar at $1.105 in London morning trading.

The BoE has been rushing to contain the fallout from Kwarteng’s tax cut package, which sent sterling and the gilt market into a tailspin, triggering a liquidity crisis among pension funds.

The central bank staged two further emergency interventions earlier this week, increasing the maximum size of its purchases and widening them to include inflation-linked bonds. With three days of buying left before Friday, the central bank has purchased £8.8bn of bonds, far below the potential size of the £65bn programme.

“Everybody appears to be building the boat while they are sailing it,” said Richard McGuire, a fixed-income strategist at Rabobank.

He added that the lack of clarity over the BoE’s intentions had compounded the information vacuum over how the government planned to get borrowing on a sustainable footing.

McGuire said: “All this uncertainty and U-turns are bad from a market perspective. The BoE is desperately attempting to obscure the symptoms of the problem because it can’t address the root cause: a credibility problem after the government’s “mini” Budget.”

Kwarteng will publish a medium-term plan on how to cut debt on October 31 but prime minister Liz Truss said in parliament on Wednesday that the government would not reduce expenditure — leaving open the question of how it plans to finance the £43bn in tax cuts.

“What we will make sure is that over the medium term the debt is falling,” Truss said. “But we will do that not by cutting public spending but by making sure we spend public money well.”

Speaking to the BBC, Jacob Rees-Mogg, the UK’s business secretary, suggested the blame for the market turmoil lay with the BoE rather than the government.

“What has caused the effect in pension funds, because of some quite high risk but low probability investment strategies, is not necessarily the mini budget,” the minister said. “It could just as easily be the fact that the day before the Bank of England did not raise interest rates as much as the Federal Reserve did.”

The Bank of England increased rates by 0.5 per cent to 2.25 per cent on September 22, a day after the Fed put in place a third consecutive 0.75 per cent rise in the US.

(...) Credit default swaps, which are insurance contracts that pay out in the event a bond borrower quits paying, are the most expensive they’ve been since the spring of 2020. Excluding Italy, which routinely accounts for 50% of the G7’s insurance cost, the total is nearing a six-year high.

To get more specific, the current total cost for 5-year CDS contracts to insure the sovereign debt issued by members of the G7 — Canada, France, Germany, Italy, Japan, the U.K. and the U.S. — stands at nearly 400 basis points. That means a lender would have to pay $4 for every $100 they loaned out to protect themselves against the countries’ default.

One factor is rising interest rates. The cost of insuring debt tends to increase with higher borrowing costs. The more interest a borrower has to pay, the more likely they are to struggle to make payments. However, the sudden rise for the G7 nations is attributable to more than just the cost of borrowing.

That’s because lenders, as reflected by JPMorgan Chase CEO Jamie Dimon’s comments on Monday, are now expecting an increased risk of a U.S. recession over the next six to nine months. But there’s something else to consider: buying this insurance remains relatively cheap at the moment, but could lead to big payoffs if conditions continue to deteriorate.(...)

Fed officials expect higher rates to stay in place, meeting minutes show

Federal Reserve officials have been surprised at the pace of inflation and indicated at their last meeting that they expect higher interest rates to remain in place until prices come down, according to minutes released Wednesday from the central bank’s September meeting.

In discussions leading up to a 0.75 percentage point rate hike, policymakers noted that inflation is especially taking its toll on lower-income Americans.

They reiterated rate hikes are likely to continue and higher rates prevail until the problem is showing signs of resolving.

“Participants judged that the Committee needed to move to, and then maintain, a more restrictive policy stance in order to meet the Committee’s legislative mandate to promote maximum employment and price stability,” the meeting summary stated.

Stoltenberg afirmó que siguen "de cerca todos los incidentes que puedan constituir un ataque híbrido o cibernético contra los aliados de la OTAN" y que están "preparados para tomar las medidas necesarias si es necesario", que dependerían de "la naturaleza del ataque" y que "pueden activar el artículo 5" para la defensa colectiva.

Vayan preparandose con lo que va a venir porque la otan está más que decidida a entrar en guerra directa con Rusia.

News in Charts: Could China suffer a banking crisis soon?

China has a housing problem. In some urban areas, house price to household income ratios are now as high as 18:1. In contrast, the house price-to-income ratio across the US is around 3:1. The answer to China’s housing problem should be simple (build more houses) — and yet it is not. Bizarrely, while there are plenty of construction projects in China, not enough of them are being completed. Indeed, Fathom estimates that the stock of housing currently under construction or paused (including those demolished) would ensure sufficient accommodation to house more than 200 million people. This is roughly equivalent to the population of Brazil. Why not finish them and declare them vacant and ready for sale? The answer is simple — if they released these additional homes on to the market, the boost to supply would crash house prices and place significant stress upon developers, mortgage holders and banks.



Policymakers are aware of the issues in the housing market but, fearing the impact on the wider economy, have traditionally been reluctant to address them. That low key stance on the housing market appeared to change in the run-up to Xi Jinping’s expected third term as President. Regulations such as the ‘three red lines’, and Beijing’s decision to let the troubled property developer Evergrande fail, reflect this new, tougher stance. Even so, the plan is not to burst the housing bubble (which would undermine the government’s implicit guarantee, both for that sector and the wider economy), but simply to slow the rate at which it continues to expand. Managing this successfully was always going to be a difficult juggling act. Given the recent steep decline in new construction projects, with housing starts down 37% year-to-date, it is easy to draw comparisons between the current situation and the onset of previous housing market crashes in the US and Spain.



Where China stands apart from those previous crises is in terms of house prices, which remain broadly flat. This has partly been achieved by reducing the number of residential construction projects that reach completion (they are down more than 20% in the year to date). Whether this will be sufficient to prevent prices falling more dramatically remains to be seen.



The big question now is whether the issues in China’s housing sector will spill over into other sectors of the economy, especially banking. So far, recent debt defaults among the nation’s largest companies have remained highly concentrated in the construction sector — even more so than normal — with little suggestion that trouble may spread. But that does not mean that contagion can be ruled out. Indeed, consumer confidence and spending plans have collapsed at a remarkable rate, as elevated house prices mean households are highly exposed to adverse outcomes in the real estate sector.



So, what are the odds that these troubles will spill over into the banking sector? Banking FVI scores are elevated globally, and the picture in China is no different — the odds of a crisis are at their highest since before 2010. Indeed, given the malign international backdrop, the attempted clampdown on the housing sector looks somewhat akin to poking a bear in the eye with a pointy stick. As a result, Fathom’s latest quarterly outlook[1] assumes a 15% likelihood of a banking crisis erupting in China.



The economic costs of banking crises tend to be large, with recessions typically L-shaped (that is to say, there is a deep initial negative shock, followed by persistently lower growth rates for many years after the initial shock has passed). Consequently, the impact of a banking crisis in China is likely to be very large — Fathom estimates that the typical loss in output following a banking crisis reaches as much as 10% after three years. This is responsible for the very pronounced downside skew to Fathom’s fan chart for Chinese GDP.[2]

Economists predict home prices will fall, even if the US avoids a recession

*Soaring inflation has led to a slowdown in the US economy, though some measures stay strong.

There's a strange dynamic happening in the housing market. It could mean home prices will fall in the coming months, even if the US avoids a recession.

That's because as the Federal Reserve continues to raise interest rates, mortgages are getting more expensive. This is causing buyers to pause purchase plans, and home prices are falling as a result.

It's led Cris deRitis, the deputy chief economist at financial services firm Moody's Analytics to project, "Even without a recession and just a slowing of the economy, we already expect home prices to moderate."

His colleague, Mark Zandi, the chief economist at Moody's says price moderation could escalate as the fight against inflation rages on.

"The housing market is the most interest-rate-sensitive sector of the economy," Zandi said in a housing report. "It's on the front lines of the fallout from the Fed's efforts to bring down inflation."

For now, however, even as some cities see price declines, housing costs are still high compared to what most Americans can afford because they are facing mortgage rates that have nearly doubled in the past year. Some economists believe overall costs are at peak and will decline as spring approaches, even as the US job market stays strong and President Joe Biden remains optimistic the country will avoid a recession.

"There's going to be a coast-to-coast downturn in the housing market. It's going to be brutal," Zandi said. "No part of the market is immune."

While the "brutal" downturn might be bad news for real estate investors and people looking to sell, it could be welcome relief for would-be buyers who have been shut out of the market.

Home prices and rents seesaw

With more buyers sitting on the sidelines for now, data published from the S&P Dow Jones Indices shows that price growth turned negative in six major metropolitan areas from April through July, representing a stark shift from last year's home buying frenzy.

During those months, California was home to three of the six cities that saw lower home prices in July compared to just a few months earlier in April. Los Angeles, San Francisco, and San Diego all experienced negative price growth during this period, as well as Seattle, Denver and Portland.

Inflationary pressures have had the opposite impact on rental prices, which continue to climb — although growth is now moderating.

According to rent.com, the US median rental price for a one-bedroom unit came in at $1,721 in August, falling 2.77% from the previous month but up 27.13% from just one year prior. The price of a two-bedroom unit also climbed 23.43% year-over-year to $2,054.

The uptick in rents is helping to worsen economic volatility. Bloomberg reported that the consumer price index —  an inflation measure that excludes food and energy — is projected to return to a four-decade high when numbers for September are released on Thursday, partially due to rising rents.

Michael Feroli, the chief US economist at JPMorgan Chase & Co told Bloomberg that although core inflation has likely peaked, housing is helping to keep inflation elevated.

"We're probably near a peak, but that being said, I don't think we're gonna have a speedy return to lower numbers in part because of the persistence of rental inflation," Feroli said.

As rental inflation surges it may result in another large interest-rate hike from the Federal Reserve next month, which could drive up mortgage rates even higher and further escalate the housing downturn — with or without an economic recession.

"The uncertainty and volatility in financial markets is heavily impacting mortgage rates," Sam Khater, the chief economist at Freddie Mac told Insider. In a separate statement, Khater said that "impacted by higher rates, house prices are softening," and home sales are falling.

Toronto picked as UBS’s bubbliest housing market as prices drop

Toronto’s housing market is looking like the world’s biggest real estate bubble, with Frankfurt not far behind in a UBS Group AG study of cities with the greatest potential for home-price declines in the coming months.

Canada’s financial capital rose to the top position in the Swiss bank’s annual ranking of real estate markets most in danger of correcting. Cities from Amsterdam to Tokyo also saw their risk levels increase, according to a report released Wednesday.

Home values in many cities are looking shakier than they have in years as central banks race to tame inflation by jacking up interest rates, suddenly making it far more expensive to get a mortgage. In some places, notably Toronto, that’s already resulted in price declines. But with odds rising that higher borrowing costs will cause a global economic slowdown and job losses, the downturn in real estate may just be getting started, UBS said.

“We are witnessing the global owner-occupied housing boom finally under pressure,” the bank wrote in its report. “In a majority of the highly-valued cities, significant price corrections are to be expected in the coming quarters.”



Record-low interest rates deployed by policy makers through the pandemic, along with the demand for larger living spaces that lockdowns provoked, drove housing markets around the world into a buying frenzy for much of the past two years. That’s now starting to reverse as rates rise.

In Toronto, benchmark home prices jumped 71 per cent in the three years through February, data from the Canadian Real Estate Association show. Since then, they’ve fallen 8.6 per cent.

The bank warned other cities may face the same pressure as homeowners start to get squeezed by higher mortgage costs on one side, and job losses on the other.

Toronto, and Canada, may be leading the way.

“Recent rate hikes by the Bank of Canada could be the last straw that broke the camel’s back,” according to the UBS report. “New buyers and owners during mortgage renegotiations not only need to pay higher interest rates but are also required to provide more income to qualify for a mortgage. Price correction is already in the making.”

No tenemos por qué no pensar que la distribución de frecuencias de las combinaciones es una campana de Gaüss (distribución'normal') parecida a la de las combinaciones posibles. Como 12 elementos tomados de 6 en 6 son 924 combinaciones, para que el arco parlamentario fuera representativo debiera haber un mínimo de 924 partidos políticos, casi tantos como géneros.

¿Acaso el PP no dice que es un partido liberal-conservador? ¿No es un oxímoron? Pues, no. Es un comodín electoral para llegar a la mayoría de los 4.095 tipos posibles votantes: «Que los modernos ganen las elecciones, que luego salimos nosotros a mandar». En las izquierdas, lo mismo: «Que nos sumen votos 'les ministres', que luego nosotros llevaremos al 'party' a alguna 'celebrity', 'party' sin drogas heterodoxas».

Por ejemplo, se puede ir a misa todos los domingos y fiestas de guardar, ser tradicional y proeconomía de mercado de la buena o, incluso, un poco de la mala, de mercadillos y mercheros, y a la vez, defensor sesudo de la separación de poderes del Estado sin hacer ningún, pero que ningún asco ni al Ejército ni a un buen Estado del Bienestar, pensando en la pensión de jubilación, y también, al mismo tiempo, ser un poco individualista, bastante 'propisito', dado nuestro origen humilde, y odiar a los comunistas, pero sin denostar un sector público empresarial subsidiario fuerte. En este caso, señores, hay 7 de los 12 elementos. Eso sí, habría que ver en qué proporciones. En cualquier caso, reconozcan que a lo largo de la vida cambiamos mucho y que siempre se piensa (y se vota) contra algo, muchas veces tu padre o tu madre, que en teoría son a los únicos a los que interesa lo tuyo.

Hay que decir que la 2ª Internacional sigue viva y coleando y que el próximo presidente va a ser Pedro Sánchez. Realmente, el gran cambio de nuestra Taxonomía es que el maoísmo salta de la heterodoxia a la ortodoxia. Sí, el maoísmo es comunismo respetable, no comunismo caniche. El partido Rusia Unida no es de izquierdas. Es de la derecha, solo que es de la derecha conservadora del sistema, tradicionalista, por tanto, respetuosa de un modo u otro con las cuatro celebridades, una derecha recta incomprendida por el neoliberalismo, el populismo y la derecha moderna. El partido ucraniano 'Servidor del Pueblo' —cuyo nombre está tomado de una serie homónima de TV, ¡con idéntico protagonista!, hay que joderse— es de la derecha, también, pero irrespetuoso con la derecha clásica, la del Estado Liberal, el Estado del Bienestar y la conservación del sistema por encima de la de sus modelos. Además, no tiene nada de liberalismo, ni siquiera del malo —neoliberalismo—: ni Mercado ni mercadillos. Es un vulgar partido socialista-de-derecha más neofascista que populista. Tiene mucha razón el 'eximperio de la sopa borscht' cuando habla de desnazificación —vid. la lata que aún da la Ustacha croata—. Lo que pasa es que es un partido socialista-de-derecha comprometido con el conservadurismo promodelo popularcapitalista 'alla Visegrado', es decir, con pretensiones modernas, laicas, etcétera, que se define contra la derecha conservadora fiel al ortograma. ¡Qué parecido entre Kiev y Madrid!, los dos después de escándalos mayúsculos de corrupción de los derechistas antecesores, a los que acusan de exceso de tradicionalismo compensatorio del mangoneo, incluso fardando de ateísmo. No me digan que no está loquita la derecha, incluso más que el 'feminismo de 4ª ola interseccionado por LGBTI'.)




Hay que recordar que primero es la derecha, que es una amalgama del pasado idealizada por quienes lo ven en el presente con una mezcla de nostalgia y rabia, y que, luego, las izquierdas le ponen el nombre, para derribarla, un poco lo que pasa entre Visnú y Shiva, bajo la mirada impasible de Brahma. Por eso en la derecha duele mucho que les llamen fachas, ellos, tan dolidos y 'poliédricos' —como me dijo una vez un derechista que va por la vida disfrazado de abuelita de Caperucita—; mientras que, en las segundas, gusta que les llamen rojos, tanto que los fachas se ven obligados a añadir el sintagma 'de mierda' para hacer algo de daño. Este etiquetado se remonta a la Revolución Francesa. Tras la Toma de la Bastilla (París, 1789), se constituyó la Asamblea. A la derecha se sentaban, entre otros, los girondinos —provincianos tradicionalistas que no querían el sufragio universal, sino que votaran solo los contribuyentes, entonces al pueblo llano no le salía nada a pagar nunca—; y arriba a la izquierda se ponían los revolucionarios jacobinos, de Robespierre, llamados así porque se reunían en la Iglesia de San Jacob, de los dominicos, en la calle Saint-Honoré (no sé si ya hemos dicho que en el PSOE felipista, Borrell estaba tachado de jacobino, y es que en aquel partido estaba muy presente el socialismo-de-derecha ortodoxo: se votaba a Felipe porque era un Franco 'de izquierdas').

Hoy, la izquierda anda deprimida y la derecha, loquita. Es el cambio de aires, perdón, de modelo. Están todos envenenados de popularcapitalismo, con sus 'himbersiones' (pisitos) a cuestas. Así las cosas, la fuerza electoral ha pasado de las formas ortodoxas a las heterodoxas.

Lo más grave, en nuestra modestísima opinión, es, cualquiera que sea la combinatoria política, se abusa de la retórica ofertademandista como si fuera científica.

Según el pensamiento mágico ofertademandista, 'el problema' (problema para ti) de la Vivienda siempre es exógeno. En la segunda mitad de los 2000, habría sido 'de mucha oferta'. Ahora, 'de poca oferta'. En ambos momentos, en línea con la deflación y la inflación, respectivamente. Este discurso suena como a keynesiano y, por tanto, parece 'de izquierdas', por lo que se beneficia del Efecto Halo, la indiscutible superioridad moral de las izquierdas.

En particular, 'de poca oferta' por dos razones:
— (lo real) supuesta crisis de suministros, energía incluida; y
— (lo financiero) alza supuestamente extemporánea de tipos de interés'.

Y, como son metafísicos, la Historia la estarían escribiendo:
dos virus: el corona-virus cóvid-19 y el vi-RUS; y
dos 'enemigos de la libertad': Powell y Lagarde.

'Win-win': antes los precios altos eran consistentes con la buena marcha de la economía; ahora, consistentes con la mala, ¡toma ya!; y las reclamaciones, al maestro armero, porque según ellos el frenazo ha sido provocado por:
dos cisnes no negros, sino blancos, es decir, dos sucesos probables, sobre todo el vi-RUS, más que el cóvid-19, después del golpe de Estado contra la derecha conservadora tradicional ucraniana rusófila ejecutado por avatares heterodoxos de la derecha en 2014, pero cisnes con los que, por holgazanería, no contaban 'los políticos' ni 'los funcionarios' (por cierto, no tiene nada que ver, pero la excarcelación de la rusoparlante Timoshenko (apellido superruso y superbielorruso) fue el mismo día que el encarcelamiento del mexicano Chapo 'Good-Man', lo que permitió sacar portadas en los medios de comunicación con un contraste, evidentemente, a favor de ella); y
dos políticos del 'zurderío' reciclado en intervencionismo bienintencionado (vid. Buchanan, Fallos del Mercado, 'Public Choice'; por cierto, qué leches hace tonteando con el 'troll' Milei, Vox, un partido medio conservador tradicionalista, medio socialista-de-derecha: qué loquita anda la derecha, no solo el PP nucleado en torno al ateísmo y el 'arrejuntamiento', Vox apoyándose en el Buenaventura Durruti argentino, de la mano intelectual de Rubén Manso, el exinspector del Banco España que va por ahí diciendo que «el dinero fiduciario no es un activo financiero porque no es un pasivo del banco central, sino neto patrimonial no redimible ni en oro ni en suelo», sí, sí suelo, han leído bien).

Como siempre, de acuerdo con el ofertademandismo, nada respondería a leyes objetivas, sino a la perversidad de un puñado de personas, todas vinculadas al leviatán, obviamente.

Digámosles no en la cara. La Historia sí tiene leyes objetivas.

Hay dos crisis económicas conjugadas, coyuntural y estructural, y la causa de la causa es la Vivienda.

Lo de Rusia solo es una crecida de enanos en el circo popularcapitalista, un aprovechamiento de la vulnerabilidad que Occidente tiene por el estrangulamiento financiero final del modelo popularcapitalista, para dar un impulso a su ortograma como nación jurídico-política, algo muy del ser y estar de todo conservadurismo sistémico tradicionalista, muy especialmente entre pueblos eslavos.

Ahora, lo que realmente está pasando es que:
— (lo real) los precios inmobiliarios son arbitrarios y rechinantes; son los que se piensa que podrían ser, no los que pueden ser de acuerdo con la economía realmente existente y, en particular, con los límites del crecimiento, tan bien descritos en España por Turiel en cuanto a la energía (*); y
— (lo financiero) el dólar está carísimo y el mundo y las rentas inmobiliarias —alquileres y plusvalías— pesan como una losa asfixiante de las rentas productivas del Trabajo & Empresa, como ha proclamado la FED de Powell los días 15-jun y 21-sep.; por ello, siguiendo el ortograma capitalista, toca:
• 'Interest rate hike',
• 'Quantitative tightening', también llamada 'Balance Sheet Normalization'...
... y lo que sea menester para hacer creer que está habiendo una pasteurización que pone fin a las cuatro supermegahipersobrevaloraciones parasitarias (malaria) del sistema capitalista, que nos ha traído el tardopopularcapitalismo (por orden de importancia):

Contemplando estos gráficos salta a la vista que el ajuste va a llegar los niveles prepandemia y va a seguir y seguir.

Desde luego, qué rara, pero rarísima que es esta inflación que tenemos, ¿no? ¡Es que la época actual no tiene absolutamente nada que ver con los 1970, especialmente, ni en lo social ni en lo económico! Hay que verla como el lubricante y velo del ajuste de precios relativos inmobiliarios, con la diferencia, en la eurozona, con respecto de EEUU, que aquí no puede completarse el reequilibrio con una depreciación cambiaria, sino exactamente todo lo contrario, por lo que todo lo que suban los precios inmobiliarios va a tener que bajarse a pelo ¡por duplicado!

Finalmente, en nuestra modesta opinión, no impugnada, la causa de la sobrevaloración del dólar no son los extratipos que estuviera regalando EEUU por endeudarse compitiendo con no se sabe quién, sino que interesa que esté sobrevalorado para la inmensa recomposición de carteras de valores financieros y no financieros denominados en dólares que está habiendo en todo el mundo —como pasó con el ladrillo en la Operación Desagüe inmobiliaria—; porque la característica principal de esta doble crisis coyuntural y estructural es que es un proceso querido y administrado por el sistema; todos hemos sido instruidos en qué es lo que viene, de modo que nadie podrá llamarse a engaño, aunque las mayorías naturales estén desdeñando el preaviso o mofándose de él (lo que llamamos 'Pedro y el lobo, pero al revés').

Están pasando cosas gordísimas, señores. Y la guerra de Ucrania, muy extinta ya, está dejando de funcionar como excusa. Hay un punto en el que el ofertademandismo va a quedarse mudo. Y estamos muy cerca.
