Xi Jinping outlines China’s ambition to reshape world order in showpiece summit

Shock-and-awe ‘victory day’ military parade this week seeks to recast second world war narrative

Xi Jinping has called on Russia, India and other countries in the region to join China in leveraging their economic influence to challenge the west at a time of rising geopolitical and trade tensions.

The Chinese president, hosting a regional security forum on Monday, told more than 20 leaders that with the world undergoing “turbulence and change”, they needed to uphold an “orderly multi-polar world”.

This included championing free trade and “a more just and reasonable global governance system”, Xi said in a clear challenge to the current US-led system.

“We should expand the scope of co-operation, make the most of each country’s unique strengths, and shoulder together the shared responsibility of promoting regional peace, stability and prosperity,” Xi told world leaders including Russian President Vladimir Putin and Indian Prime Minister Narendra Modi.

Beijing is using the two-day meeting in Tianjin, northern China, as a chance to showcase itself as a pillar of global governance in contrast to the administration of US President Donald Trump, whose tariffs have hit friends and foes alike in the region.

Xi has held multiple bilateral meetings on the sidelines of the summit, including with Modi, and will meet Putin on Tuesday.

In a veiled response to Trump’s trade war, the Chinese leader announced what he called a “global governance initiative” founded on principles including “sovereign equality”, “international rule of law” and “multilateralism”.

The initiative is the fourth in a series of Chinese policy frameworks that also cover development, security and “civilisation” and are intended to compete with the US-led international order. While the initiatives are vaguely worded, analysts say they are intended to appeal to developing countries and erode the dominance of US and western global power.

Chinese foreign minister Wang Yi told journalists after the summit that “the monopoly of global governance by a few countries must not continue”.

Xi also said the meeting had agreed on Chinese proposals for the creation of a Shanghai Cooperation Organization development bank and outlined plans for Beijing to make loans and grants to countries in the grouping.

The meeting of the SCO security group coincides with the 80th anniversary of Japan’s defeat in the second world war, which China will mark on Wednesday, as Beijing seeks to recast history with itself in the role of guardian of the postwar international order.

Putin, North Korea’s Kim Jong Un and a score of leaders including those of Iran, Myanmar and Pakistan will attend a lavish parade where China will show off military hardware.

While the weaponry and the presence of countries considered pariahs in the west will draw attention and concern, Beijing’s underlying goal is more subtle, analysts said.

Xi wants to amplify China’s role in the second world war and the ensuing peace, when the new global order was established under the auspices of the UN. He also wants to use the anniversary to reinforce China’s claims of sovereignty over Taiwan, and its standing among developing countries as an alternative leader to the US.

As Trump shakes up the multilateral system, Beijing sees an opportunity to reinterpret the international order and advance its ambition of a multi-polar world, analysts said.

The victory day anniversary is a vehicle for that narrative, with Xi on Monday calling on countries to promote the “correct” perspective of the second world war.

“It’s a good global context for China to use this moment to say: ‘Hey, you know, here we are, the originator of multilateralism — now we’re taking multilateralism in a new inclusive direction’,” said David Bandurski, director of the China Media Project and an expert on Chinese propaganda.

For Beijing, an important first step is to reshape common narratives about China’s role in the Allied victory in the second world war and play down the US contribution, analysts said. China dates its “war of resistance against Japanese aggression” to 1931 — a decade before the US entered the conflict.

“China and the Soviet Union were the principal theatres of that war in Asia and Europe respectively,” Xi wrote ahead of a visit in May to Moscow, where he watched Russia’s Victory Day parade alongside Putin, whom he has called his “old friend”.

“The two countries served as the mainstay of resistance against Japanese militarism and German Nazism, making pivotal contributions to the victory of the World Anti-Fascist War,” Xi said.

For Beijing, part of its effort to shift the US-led “rules-based international order” is aimed at reinforcing its claims over Taiwan.

In Xi’s last second world war anniversary speech in 2015, he did not mention Taiwan. Communist party propaganda that year acknowledged the role of China’s wartime Kuomintang nationalist government.

That was due to improving relations at the time between Beijing and a KMT-led government in Taiwan, where the nationalists fled in 1949 after losing a civil war with the Communists. The nationalists had taken the main role in fighting Japan, and their government led the postwar negotiations.

This year, the Communist party is pushing hard on the narrative that they were the central pillar in the war of resistance against Japan.

Since 2015, China has also become more aggressive towards Taiwan, holding extensive military exercises, particularly after last year’s election of Democratic Progressive party President Lai Ching-te, whom Beijing considers a dangerous separatist.

Beijing roots its claims over Taiwan in two Allied wartime arrangements — the Cairo and Potsdam declarations — that called for Taiwan to be returned from Japan to China after the conflict.

This year, it linked these pacts for the first time to the UN’s 1971 “derecognition” of Taiwan’s then-KMT government to support Beijing’s sovereignty claim over the island, said Chang Wu-Ueh, director of the Center for Cross-Strait Relations at Taiwan’s Tamkang University.

“China’s sovereignty claims . . . are profoundly connected to its support for the UN as the core organization of postwar global governance,” Kainan Gao and Margaret Pearson wrote in a paper for the Brookings Institution.

Such narratives are disputed in the west. The US, by contrast, cites the 1951 Treaty of San Francisco — in which the Allies formally ended the war with Japan — which left open the question of to whom Tokyo should cede control of Taiwan. Beijing rejects this treaty.

And while experts acknowledge China’s immense sacrifices, “you have to acknowledge that in the end, the Pacific war between the US and Japan is the one that’s decisive in terms of ending the war”, said China historian Rana Mitter. The Soviet Union also largely sat on the sidelines due to a non-aggression pact with Japan.

For many in the west, Wednesday’s victory day parade itself — and the attendance of leaders such as Putin amid Russia’s war in Ukraine — will undercut Beijing’s message as champion of stability and multilateralism.

“Beijing’s attempts to take advantage of Trumpian chaos to shore up its international image has its limits,” said Amanda Hsiao, director for China at consultancy Eurasia Group.

“In this case, it will be undercut by a massive display of military hard power and its close ties and narrative alignment with Moscow.”

Ultimately, however, the parade and Xi’s efforts to change the narrative of the war are mainly aimed at a domestic audience and partners in the global south, not the US and its allies.

“This is a good way to show the party domestically, internally, that Xi Jinping and the current leadership of the politburo standing committee is strong and globally respected,” said Bandurski.

Aunque aumenten las pernoctaciones, cosa que habría que mirar con lupa viendo que hasta en Barcelona ha habido rebajas de los hoteles a última hora de agosto, lo que hay que mirar es la facturación. Sin conocer eso, el número de visitantes es un dato irrelevante. Si vienen el doble de turistas, pero el gasto de cada turista ha bajado a la tercera parte, por poner un ejemplo exagerado pero sencillo, el hostelero ha bajado facturación

Luego, con lo de la supuesta crisis del turismo, falso dilema. Para que el turismo en España caiga tendría que haber una guerra o una catástrofe gorda. Visitantes va a seguir habiendo. Pero cuando hay una burbuja especulativa, todo lo que no sea cumplir con las previsiones es una tragedia para el que entró el último al Ponzi. Si un hotel ha tenido un 85% de ocupación, pero presupuestó sus gastos contando con un 90% o más, estamos en las mismas: se ha perdido dinero.

Sobre el asunto de Mallorca y Bali, más de lo mismo. Por mucha justificación que se intente hacer de sus costes, y del dinero que supuestamente tiene que ganar un empresario para que el negocio le salga rentable, si el cliente no le compra todo el análisis se desmorona. Uno piensa en Bali y además de playas paradisíacas busca tranquilidad, poca masificación, algo de calidad, etc.

Con esto se puede engañar a un novato o nuevo rico como lo que pasó con Marina d'Or, que lo único bueno que tenía era el marketing. El resto era hortera y chabacano. El que conoce los destinos sabe perfectamente a dónde quiere ir, y como mucho se la cuelan la primera vez. Mallorca en general tiene de tranquila lo que yo de cura.


Se trata de que las ínfulas se nos han subido a la cabeza, y ahora viene la realidad del mercado a darnos una torta bien dada. Y que "alto valor añadido" no es cobrarle caro al turista alemán ni mucho menos pretender vivir sólo de eso.

Russian presidential aide Yuri Ushakov (pictured) stated on Monday that Russian President Vladimir Putin did not make agreements with United States President Donald Trump on a bilateral or trilateral meeting with Ukrainian President Volodymyr Zelensky.

"So far, what is being reported in the press is not exactly what we agreed upon. Right now, they are talking about a trilateral meeting, about a meeting between Putin and Zelensky. But specifically, as far as I know, there was no agreement on this between Putin and Trump," Ushakov told reporters.

Additionally, he shared that Russia hasn't received any "specific proposals" in order to "raise the level of negotiations" between Moscow and Kiev.

Russian Foreign Minister Sergey Lavrov accused Western countries of abusing the dollar, stressing that they are using it to suppress their competitors.

"This has nothing to do with an attempt to defend the legitimate rights of the West in the global economy, world politics, but it [the US dollar] is simply used as a means of suppressing competitors," Lavrov told Russian journalist Pavel Zarubin.

Additionally, the minister noted that the West is turning to blackmail in an attempt to prevent the formation of a multipolar world. Siguiendo con la analogía. Todos los que hemos pasado algún verano en pueblos o ciudades pequeñas de la costa hemos conocido un caso así. Se abre un garito nuevo, vamos los chavales, y fuera los que van con zapatillas o pantalones cortos. Y en poco tiempo el dueño con ínfulas ve que los números no le han salido y baja la persiana.

Uno tiene que saber en qué liga juega, y a qué mercado se dirige. No es suficiente con poner entrada o echar a los que "van mal vestidos" para que tu local tenga un caché. Hace falta una oferta real de un servicio, una calidad, etc. Los clientes de la zona que conocen el terreno ya saben a dónde ir si les apetece la marcha. El que quiere competir con los locales "bien" tiene que ofrecer al menos lo mismo que ellos.

Y lo mismo pasa con los destinos turísticos.

La sentencia a Mallorca vs Bali la da inevitablemente el cliente. Y de momento lo que está dejando caer el cliente es que para ir a Mallorca a precio de Bali mejor ir a Bali directamente. La cercanía a Europa tampoco es una ventaja competitiva porque el Mediterráneo entero ofrece lo mismo: playas de postal y un máximo de cuatro horas de vuelo desde Munich.

Para poder justificar precios altos no es suficiente con subirlos sin más y hacer como el empresario cateto que cree que por no dejar entrar con pantalones cortos ya lo tiene hecho. Los clientes del taco conocen su mercado y saben distinguir un Beaujolais de un Don Simón. Si pagan a precio de oro, quieren calidad de oro. Podemos repetirnos a nosotros mismos que somos lo mejor de lo mejor, que al final la facturación manda.

European regulator says tokenised stocks risk 'investor misunderstanding'

PARIS (Reuters) -Blockchain-based assets which provide exposure to equities could lead to "investor misunderstanding", as they typically do not make the buyer a shareholder in the underlying company, the European Union's securities watchdog said on Monday.

So-called tokenised stocks are a type of blockchain-based asset which are linked to the price of a share in a public company. Broker Robinhood has launched tokenised stocks in the EU while crypto exchange Coinbase is also making a push into the nascent sector.

The European Securities and Markets Authority (ESMA) executive director, Natasha Cazenave, said at a conference in Dubrovnik that several fintech firms had developed offerings that give investors exposure to listed shares or blockchain-based derivatives backed by corporate stock that is held through special purpose vehicles. She did not name individual companies.

"These tokenised instruments can provide always-on access and fractionalisation but typically do not confer shareholder rights," Cazenave said in a speech published on ESMA's website.

"...this can create a specific risk of investor misunderstanding and underlines the need for clear communication and safeguards," she said.

ESMA's concerns echo the World Federation of Exchanges, which last week called on securities regulators to clamp down on tokenised stocks, saying that they create new risks for investors and could harm market integrity.

Crypto enthusiasts say tokenisation will change the underlying infrastructure of financial markets, by allowing assets such as bank deposits, stocks, bonds, funds and even real estate to be traded as blockchain-based tokens.

Cazenave said tokenisation could bring efficiency gains but "most tokenisation initiatives remain small and largely illiquid" so far.

Post-conflict security guarantees will be fully backed by US commitments, commission president tells FT

European capitals are working on “pretty precise plans” for potential military deployments to Ukraine as part of post-conflict security guarantees that will have the full backing of US capabilities, Ursula von der Leyen has said.

There was a “clear road map” for possible deployments, the European Commission president told the Financial Times in an interview.

“Security guarantees are paramount and absolutely crucial,” von der Leyen said. “We have a clear road map and we had an agreement in the White House . . . and this work is going forward very well.”

Von der Leyen spoke while on a tour of eastern EU states close to Russia this weekend, during which she is focusing on efforts to increase national defence spending and bolster the continent’s military readiness.

Her remarks came amid planning for a meeting of European leaders this week at which they are set to firm up national commitments to the western force.

She said capitals were working on plans for “a multinational troop [deployment] and the backstop of the Americans”.

“President Trump reassured us that there will be [an] American presence as part of the backstop,” she said. “That was very clear and repeatedly affirmed.”

Ukraine has demanded concrete security guarantees from its western backers, including troops on the ground, as part of any peace deal to end Russian President Vladimir Putin’s three-and-a-half-year war.

The troops are set to include potentially tens of thousands of European-led personnel, backed by assistance from the US including command and control systems and intelligence and surveillance assets. That arrangement was agreed at a meeting between Trump, Ukrainian President Volodymyr Zelenskyy and senior European leaders last month.

Those who met Trump in Washington are expected to gather in Paris on Thursday at the invitation of France’s President Emmanuel Macron to continue the high-level discussions, three diplomats briefed on the plans told the FT.

They include German Chancellor Friedrich Merz, UK Prime Minister Sir Keir Starmer, Nato secretary-general Mark Rutte and von der Leyen. The Elysée declined to comment.

Last week, defence chiefs from the so-called coalition of the willing met and had “worked out pretty precise plans”, von der Leyen said, including discussions on “the necessary items for a functioning build-up of troops”.

“Of course, it always needs the political decision of the respective country, because deploying troops is one of the most important sovereign decisions of a nation,” she added. “[But] the sense of urgency is very high . . . it’s moving forward. It’s really taking shape.”

Von der Leyen praised Trump’s commitment to participating in the peace effort, after months of uncertainty in European capitals about the stance of the US president, who had in the past praised Putin and clashed with Zelenskyy.

“Putin has not changed, he is a predator,” she said. “[Trump] wants peace and Putin is not coming to the negotiation table . . . He has a negative experience with Putin, more and more Putin does not do what he says.”

“[But] we have had in the last months several encounters where it was obvious that one can rely on the Europeans,” she added. “It is clear that when we say something, we do it.”

Any western military deployment to post-conflict Ukraine would support a significantly strengthened Ukrainian army; that would form the core of the deterrence force.

The commission would explore new funding streams to provide “sustainable financing of the Ukrainian armed forces as . . . a security guarantee”, von der Leyen said.

After any peace deal, Kyiv would need “quite a sizeable number of soldiers and they need good salaries and of course, modern equipment . . . it’s for sure the EU that will have to chip in”.

Brussels’ existing funding streams to Ukraine, including budgetary support, would need to remain during peacetime, von der Leyen said, meaning that “an extra payment . . . has to be provided for the Ukrainian armed forces”.

The EU will also maintain funding for the training of Ukrainian soldiers after any peace deal. It is encouraging member states to use a €150bn loans-for-arms fund to either enter into joint production agreements with Ukrainian defence companies or to purchase weapons that can be given to Kyiv.

“The role of the commission is paramount in enabling the member states to finance a surge in defence,” von der Leyen said.

“The character of warfare has completely changed,” she added, citing the need for EU militaries to invest in drones, air and missile defence, space and cyber capabilities.

Bessent joined the Washington Examiner for an interview and a breakfast on Labor Day at McLean Family Restaurant — the first of his three "diner" stops across the greater Washington metropolitan area on Monday to highlight the "No Tax on Tips" provision included in the One Big Beautiful Bill Act that Trump signed into law on July 4.

The Trump administration hopes to make "affordability" a critical leg of Republicans' 2026 midterm election platform, and Bessent told the Washington Examiner that housing will be a core focus of that push in the months to come.

"We may declare a national housing emergency in the fall," he explained.

Bessent said rate cuts from the Federal Reserve would help alleviate skyrocketing post-COVID-19 housing prices but acknowledged that the administration can do more to cut costs and boost supply for homeowners. The treasury secretary declined to list specific actions the president may take, beyond possibly declaring a national emergency, but he suggested that administration officials are directly studying ways to standardize local building and zoning codes and decrease closing costs. Bessent even suggested that Trump may consider some tariff exemptions for certain construction materials.

"We're trying to figure out what we can do, and we don't want to step into the business of states, counties, and municipal governments," he continued, through bites of his omelette. "I think everything is on the table."

More broadly, Bessent sounded extremely optimistic about the next year's economic outlook, even as questions remain about how companies may or may not choose to pass down the cost of Trump's reciprocal tariffs, implemented last month, to American consumers.

"I think we're going to see a big economic pickup in 2026," the secretary predicted before gesturing to the restaurant's owner. "This very, very, very nice young lady here, who's had this restaurant for 32 years, she's going to get a large tax refund of the 'No Tax on Tips.' So 2026 is going to be a good year."
